IT Systems Modernization Program Manager

The Program Manager will take charge of overseeing the projects associated with the modernization of IT systems at the organization. This pivotal position demands a strong background in project management along with effective leadership skills. The manager will collaborate closely with members of the Systems Modernization Steering Committee, as well as project leaders and their teams, to ensure alignment between academic transformation, systems development, and renewal priorities, as well as the strategic plan and evidence-based requirements.
This is a 2-year term with the possibility of extension. The position can be based at any of our locations.
Key Responsibilities
Project Management:
- Lead and coordinate system modernization projects in collaboration with project leaders and the Systems Modernization Steering Committee.
- Develop comprehensive project plans that outline objectives, scope, milestones, deliverables, deadlines, cost estimates, and resource needs.
- Track project progress, identify potential risks, and implement corrective measures to ensure objectives are achieved.
- Facilitate collaboration among various teams, project leaders, and the Systems Modernization Steering Committee.
- Resource Oversight:
- Manage resources necessary for project advancement, including budgets, in consultation with project leaders and their supervisors.
- Engage with internal and external stakeholders to ensure effective communication and address potential challenges.
- Needs Assessment and Strategic Guidance:
- Evaluate the organization's immediate IT system needs in partnership with the committee and strategize for long-term requirements.
- Identify opportunities to enhance existing systems and suggest innovative alternatives.
- Stay informed about the latest trends and technological advancements, proposing innovations that could enhance the organization's business systems.
- Provide evidence-based strategic recommendations to support systems modernization efforts.
- Project Evaluation and Monitoring:
- Manage project risks and issues, proactively identifying and resolving potential challenges to minimize impacts on project performance.
- Ensure the quality of project deliverables through quality reviews, ensuring they meet client and stakeholder expectations.
- Establish monitoring and evaluation systems to assess the performance of ongoing projects and systems.
- Prepare regular reports detailing project progress, outcomes achieved, and recommendations for continuous improvement.
- Deliver transparent updates to stakeholders regarding project progress, considering any changes that may affect timelines and expected results.
- Actively solicit feedback from stakeholders to understand their needs and expectations, addressing any issues that may arise.
- Supplier Management:
- Build and maintain strong relationships with IT system suppliers, negotiate contracts and agreements, and manage performance or service-related issues.
- Team Development:
- Ensure the training and development of team members in technical skills and project management.
- Inspire and lead the team towards achieving excellence in project delivery.
- Change Management:
- Take a proactive role in change management, ensuring that changes are planned, managed, and implemented to minimize service disruption.
- Develop an internal communication and change management plan to regularly share project progress.
- Assess the effectiveness of IT system changes in terms of user satisfaction and improved efficiency.
- Regulatory Compliance:
- Ensure adherence to relevant IT systems laws, regulations, and policies, including data protection and cybersecurity.
Education and Experience:
- Degree or diploma in Information Technology or a related field, along with PMP certification.
- Exceptional communication skills in English; proficiency in French is considered an asset.
- Experience in managing the full project life cycle within a complex project environment.
