Manager of Capital Financial Oversight

Position Overview:

We are seeking a Manager of Capital Financial Oversight. Reporting directly to the Director of Financial Management, this role will oversee the supervision of team members and manage responsibilities related to capital budgeting, accounting, forecasting, reporting, and financial governance.

The Manager will ensure the accuracy and integrity of the organization's general ledger concerning capital-related transactions and assets, while also conducting ongoing monitoring of the budget through the analysis of financial outcomes.

Required Qualifications and Experience:

  1. A bachelor's degree in a relevant field is essential, with a preference for a major in Accounting or Finance.
  2. A Chartered Professional Accountants (CPA) designation is mandatory and must be maintained in good standing.
  3. A minimum of four years of relevant experience in budgeting, accounting, complex financial analysis, forecasting, and financial reporting is required.
  4. At least three years of experience post-CPA designation is preferred.
  5. Experience in capital or construction accounting is highly desirable.
  6. Proven experience in budget analysis, review, and providing actionable recommendations is necessary.
  7. Ability to identify financial reporting requirements and develop reports to meet stakeholder needs is required.
  8. Experience in interpreting policies, agreements, and guidelines, along with ensuring compliance and implementing internal controls, is essential.
  9. Proficiency in communicating financial information to non-financial personnel is required.
  10. Experience in advising on financial best practices, policies, and procedures is essential.
  11. Familiarity with complex computerized accounting environments is required.
  12. Experience in calculating asset retirement obligations is preferred.
  13. Supervisory experience is an asset.
  14. Experience in delivering financial and system training is preferred.
  15. Knowledge of policy development and accounting standard implementation is desirable.
  16. Experience in a professional accounting environment is advantageous.
  17. An acceptable combination of education and experience may be considered.
  18. Advanced skills in Microsoft 365 are required.
  19. Effective communication skills (both verbal and written) with all levels of staff and the public in a diplomatic manner are required.
  20. Strong analytical skills in budget, financial, and system information are essential.
  21. Ability to organize personal and team workloads to ensure timely completion of tasks is necessary.
  22. Attention to detail and accuracy in preparing and reviewing complex financial information is required.
  23. Capability to process large volumes of documents efficiently to meet strict deadlines is essential.
  24. A demonstrated commitment to providing excellent customer service is required.
  25. Adaptability to implement change is crucial.
  26. A solid understanding of organizational policies and procedures is preferred.
  27. A satisfactory work record, including attendance and punctuality, is required.
