Our Capital Projects Group (CPG) is composed of motivated and committed professionals who are passionate about collaborating to deliver essential infrastructure and positively impact our communities.

Our Environmental Programs and Assessment Division is in search of a Junior Project Coordinator to support our Scarborough Subway Extension initiative. This role involves facilitating communication among various consultants, contractors, and stakeholders on infrastructure projects that necessitate Environmental approvals, mitigation, and reporting. The coordinator will also manage the environmental assessment mitigation requirements and represent Metrolinx's interests on-site.

Key Responsibilities:
  • Assist in the planning, management, documentation, and oversight of contractor and consultant activities to ensure compliance with Environmental Assessment Requirements established through the Transit & Rail Project Assessment Process (TRPAP), Class Environmental Assessments (EA), and the Canadian Environmental Assessment Act (CEAA). This includes preparing environmental assessment documents, mitigation reports, project studies, design reports, sustainable development reports, accessibility reports, contract specifications, and construction administration.
  • Evaluate internal and external environmental assessments for content, coordination needs, and potential impacts on Metrolinx programs and projects, while keeping abreast of developments in environmental sustainability.
  • Analyze and apply new codes, guidelines, and legislation affecting environmental compliance, effectively communicating this information to relevant internal stakeholders.
  • Monitor and report on contractor and consultant adherence to contract terms and compliance with MECP and Conservation Authority guidelines, assisting in the development and implementation of corrective measures as necessary.
  • Ensure that TRPAP, Class EA, and CEAA screening report conditions are met, with all reporting requirements documented for submission to achieve project compliance.
  • Coordinate the environmental mitigation and reporting components of projects throughout all phases of environmental assessment, design, due diligence, and construction, ensuring alignment with external and internal authorities.
  • Verify compliance of consultant agreements and construction contracts related to environmental assessment, mitigation, and reporting for Metrolinx infrastructure expansion projects.
  • Identify, develop, and propose physical infrastructure programs concerning environmental mitigation approvals, adhering to mitigation requirements and potential on-site improvements.
  • Develop, conduct, and recommend standards and procedures for new technologies in Environmental Assessments and capital works projects.
  • Gain comprehensive experience and knowledge in all aspects of environmental compliance for Metrolinx projects across various project stages, including noise and vibration, air quality, spill prevention, soil contamination, erosion and sediment control, ecology, archaeology, cultural heritage, and stormwater management.
Required Skills and Qualifications:
  • A college diploma in Planning, Environmental Management, Environmental Science, or Environmental/Civil Engineering, or an equivalent combination of education, training, and experience that provides a thorough understanding of environmental planning and management theories and practices.
  • A minimum of 2 years of experience related to environmental assessments and compliance within planning, design, or construction, with a strong ability to interpret and apply contract plans and specifications while coordinating contracted engineering projects.
  • Familiarity with project standards, specifications, and relevant environmental legislation.
  • In-depth knowledge of TRPAP and GO Transit Class EA Document.
  • A solid understanding of environmental due diligence studies, including ecology, cultural heritage, archaeology, air quality, soil and groundwater, noise and vibration, geomorphology, and stormwater management is advantageous.
  • Exceptional written and verbal communication skills, with the ability to work independently, strong interpersonal and negotiation skills, and analytical capabilities are essential.
  • Successful completion of environmental, safety, and any other training and certification mandated by corporate policy is required.
  • A valid Ontario 'G' Driver's License and comfort with operating a vehicle for travel to various sites and off-site meetings are necessary.
