Position Overview

Reporting to the Director of Clinical Affairs, the Manager of Educational Programs and Simulation (MEPS) is chiefly responsible for the design, execution, and continuous management of all educational initiatives for Paramedics and Clinicians, as well as related corporate training strategies. This includes overseeing the initial education for Critical Care Paramedics, training programs for Registered Nurses (such as Flight RN and Mental Health Team), and the operations of the Simulation Centres.

Collaborating closely with the Director of Clinical Affairs and Associate Medical Officers, under the guidance of the Medical Advisory Committee and Chief Medical Officer, the MEPS leads and directs educational processes that align with the organization's strategic objectives, aiming to optimize patient outcomes during transport. The MEPS is accountable for working alongside the Manager of Program Design and Evaluation to implement program evaluation methodologies, ensuring quality and efficiency in program delivery.

Overseeing a comprehensive education team, including the Program Lead for Initial Education, Faculty Educators, Simulation Specialists, and administrative personnel, the MEPS will manage all aspects of clinician initial education programs and simulation training at Ornge. Utilizing clinical expertise and system-level knowledge, the MEPS will coordinate and integrate educational programs into the broader organizational framework. Additionally, the MEPS will support the organization’s commitment to primary research while collaborating with the Manager of Program Design and Evaluation and the Manager of Clinical Performance and Patient Safety to develop data-driven educational initiatives.

Key Responsibilities:

Administrative, Leadership, and Human Resources:

  • Plans, directs, and coordinates the overall operations of all paramedic educational and development programs, ensuring compliance with contractual obligations and corporate policies.
  • Develops and implements departmental and organizational policies to enhance efficiency and support organizational goals.
  • Manages the allocation of educational human resources, overseeing recruitment, placement, and organizational structure.
  • Monitors and seeks to improve the efficiency of support services, including IT, HR, and Finance, facilitating effective communication between these functions.
  • Analyzes and oversees financial planning for educational programs, including both operational and capital budgets.
  • Leads the Simulation Program within Clinical Education, managing simulation facilities and ensuring financial accountability for simulation resources.

Initial Education – Critical Care, Flight-RN, MHT, and Aeromedical Training:

  • Responsible for the oversight of the Program Lead for Initial Education, managing the Critical Care Program and Faculty Educators for RN Programs.
  • Collaborates with the Clinical Affairs team to provide strategic leadership for all educational programming, focusing on future growth and delivery.
  • Manages ongoing projects related to educational programs, including oversight of the Flight-RN and MOH Aeromedical Theory Programs.
  • Works with the Manager of Program Design and Evaluation to develop systems for monitoring student performance and providing insights to enhance outcomes.
  • Coordinates and operationalizes Prior Learning Assessment (PLAR) plans to ensure efficient certification pathways.

Paramedic Operations:

  • In collaboration with the Chief Paramedic, oversees the clinical responsibilities of Paramedic Clinical Practice Leads and Practice Mentors.
  • Aligns Clinical Affairs processes with other departments to ensure effective clinician education and training.
  • Oversees all clinical and organizational training required for Paramedic/Clinician orientation.
  • Designs and implements all operational or corporate training required for Paramedics and other staff.

Accreditation:

  • Supervises the Program Lead for Initial Education, supporting national accreditation for the Critical Care Program.
  • Monitors and evaluates educational indicators and reports, making necessary adjustments.
  • Analyzes current educational practices and provides direction for improvements to meet accreditation standards.
  • Maintains accountability for educational components of the MOH Base Hospital Review and Ornge's accreditation status.
  • Plans for future accreditation of the Ornge Simulation Program.

Qualifications:

  • Completion of a Critical Care Paramedic training program or equivalent healthcare professional training, with a minimum of five years of independent practice in a related field.
  • Demonstrated expertise in the design and delivery of educational programs, particularly in prehospital or transport medicine.
  • Master's degree in a relevant field is preferred.
  • Project Management training and experience in formal project management are advantageous.
  • Formal training in Adult Education or Healthcare Simulation is preferred, with significant experience in teaching health professionals.
  • Five years of supervisory or management experience in health professional fields, with a focus on mentorship and team development.
  • Knowledge of the ambulance system in Ontario and relationships with the MOH and Base Hospitals.
