Our Capital Projects Group (CPG) is composed of passionate professionals who are committed to collaborating on infrastructure projects that positively impact our communities. We are seeking a Junior Project Coordinator to support our Scarborough Subway Extension team in managing relationships among various consultants, contractors, and stakeholders involved in infrastructure projects that require environmental approvals, mitigation strategies, and reporting. This role will also involve representing Metrolinx's interests on-site.

Key Responsibilities:

  • Assist in the planning, management, documentation, and oversight of contractor and consultant activities to ensure compliance with Environmental Assessment Requirements established through the Transit & Rail Project Assessment Process (TRPAP), Class Environmental Assessments (EA), and the Canadian Environmental Assessment Act (CEAA). This includes preparing environmental assessment documents, mitigation reports, project studies, design reports, sustainable development reports, accessibility reports, contract specifications, and construction administration.
  • Review internal and external environmental assessments for accuracy, coordination needs, and impacts on Metrolinx programs/projects, while monitoring developments in environmental sustainability.
  • Interpret and apply new codes, guidelines, and legislation affecting environmental compliance, and communicate this information effectively to relevant internal stakeholders.
  • Monitor and report on contractor and consultant adherence to contract terms and compliance with MECP and Conservation Authority guidelines, assisting in the development and implementation of corrective measures as necessary.
  • Ensure that TRPAP, Class EA, and CEAA screening report conditions are met, with thorough documentation of reporting requirements for compliance.
  • Coordinate the environmental mitigation and reporting aspects of projects throughout all stages of environmental assessment, design, due diligence, and construction, ensuring alignment with external and internal authorities.
  • Ensure compliance with consultant agreements and construction contracts related to environmental assessment, mitigation, and reporting for Metrolinx infrastructure expansion projects.
  • Identify, develop, and recommend infrastructure programs concerning environmental mitigation approvals, adhering to established mitigation requirements and potential on-site improvements.
  • Develop and recommend standards and procedures for new technologies in Environmental Assessments and capital works projects.
  • Gain comprehensive experience and knowledge in all aspects of environmental compliance for Metrolinx projects, covering various stages including noise and vibration, air quality, spill prevention, soil contamination, erosion and sediment control, ecology, archaeology, cultural heritage, and stormwater management.

Required Skills and Qualifications:

  • A college diploma in Planning, Environmental Management, Environmental Science, or Environmental/Civil Engineering, or an equivalent combination of education, training, and experience that provides a solid understanding of environmental planning and management theories and practices.
  • A minimum of 2 years of experience related to environmental assessments and compliance within planning, design, or construction, including interpreting and applying contract plans and specifications and coordinating contracted engineering projects.
  • Familiarity with project standards, specifications, and applicable environmental legislation.
  • Strong understanding of TRPAP and GO Transit Class EA documentation.
  • Knowledge of environmental due diligence studies, including ecology, cultural heritage, archaeology, air quality, soil and groundwater, noise and vibration, geomorphology, and stormwater management is an asset.
  • Excellent written and verbal communication skills, ability to work independently, strong interpersonal and negotiation skills, and analytical capabilities are essential.
  • Must successfully complete environmental, safety, and any other training and certification required by corporate policy.
  • A valid Ontario 'G' Driver's License is required, along with experience and comfort in operating a vehicle for travel to various sites and meetings.
