Key ResponsibilitiesReporting directly to the Director of Public Works and Community Services, the Deputy Director will oversee the management and administration of the Community Services division, which encompasses parks, cemeteries, arenas, facilities, pools, and recreational programming. This role will also involve engaging with community organizations. As a senior leader within the Public Works & Community Services department, you will assist the Director in strategizing, managing, and executing key initiatives, alongside budget oversight and ensuring compliance with relevant legislation.
Core Duties- Support the Director in the daily operations of the Community Services division, including budget management, project coordination, and ensuring organizational efficiency.
- Collaborate with the Director on significant organizational decisions, such as resource allocation and strategic direction to meet established goals.
- Ensure adherence to all applicable Municipal, Regional, Provincial, and Federal regulations, as well as safety and environmental standards.
- Prepare and present comprehensive reports and by-laws related to the Community Services division to senior management and city officials regarding initiatives, performance metrics, projects, and budget updates.
- Advise the Director on departmental policies, projects, plans, budgets, and performance management concerning service delivery and long-term sustainability.
- Work with the Director to implement quality assurance and continuous improvement practices, regularly assessing administrative and service delivery processes to ensure they meet contemporary standards and customer service excellence.
- Oversee the multi-year Capital and Operating budgets for the Community Services Division, ensuring alignment with Council objectives and maintaining financial transparency.
- Contribute to the corporate budget development to strike a balance between cost efficiency and service quality.
- Explore innovative solutions to navigate financial constraints and enhance operational efficiency.
- Lead the Community Services division to ensure that service management aligns with established goals and priorities.
- Guide staff in developing programs, policies, and procedures for the division's services.
- Recruit, train, mentor, and manage a skilled team to ensure effective execution of division functions.
- Provide leadership in labor relations, addressing performance management, grievance procedures, and hiring processes as necessary.
- Assess the capabilities of direct reports to implement appropriate development plans, fostering growth through performance management and coaching.
- Engage with residents, internal departments, government agencies, elected officials, and community groups as needed.
- Implement strategic plans related to parks, trails, recreation, and asset management in line with the City’s objectives.
- Address and resolve complaints, taking corrective action when necessary.
- Collaborate with other departments to enhance service delivery consistency and resource sharing.
- Attend various committee and public meetings as required, representing the Director in their absence.
- Perform additional duties as assigned.
- A degree or diploma in Recreational Management, Business Administration, or a related field.
- At least 8 years of progressive experience in municipal recreation planning, event management, community development, and customer service.
- Demonstrated leadership experience in a unionized environment.
- Preferred certifications include Certified Park and Recreation Professional (CPRP) or Certified Park and Recreation Executive (CPRE).
- Strong interpersonal, project management, analytical, communication, presentation, problem-solving, negotiation, and supervisory skills.
- Comprehensive knowledge of municipal operations, including planning, budgeting, and scheduling.
- Ability to think strategically within a political and corporate services context.
- Proven ability to motivate teams and build strong relationships with community stakeholders.
This position requires working under the guidance of the Director of Public Works and Community Services, with a significant degree of autonomy. The role involves office work and site inspections as needed, necessitating focused mental and visual concentration.
