Senior Rail Operations Performance Consultant

Position Overview: This role requires a presence at designated Metrolinx offices for a minimum of three days each week. As a subject matter expert in operational business continuity, you will be expected to provide support around the clock as necessary.
Metrolinx is dedicated to enhancing connectivity across the Greater Golden Horseshoe region. We manage GO Transit and UP Express, alongside the PRESTO fare payment system. Our initiatives include the development of new rapid transit solutions, such as GO Expansion and Light Rail Transit routes, as well as significant upgrades to Toronto's subway system, ensuring efficient transportation for our communities. Key Responsibilities:
- Design, implement, and oversee Train Service Plans (TSP) utilizing specialized software for GO Transit, UP Express, and third-party operators. This includes timetable creation, conflict resolution, equipment lineup, fleet cycling, and operational data management.
- Guide and mentor a team of co-op students, analysts, and planners to facilitate TSP implementation, including service modifications and operational adjustments.
- Evaluate the effectiveness of special services and plans; develop and execute alternative strategies to enhance Rail Operations.
- Act as a liaison for Rail Service Design, collaborating with internal stakeholders to ensure all technical and operational factors are integrated into standard operating procedures and contingency plans.
- Proactively monitor and enhance rail key performance indicators, including schedule adherence and operational performance metrics.
- Serve as a business continuity representative within rail operational planning, available for support as required.
- Collaborate with other Service Design units, including Service Planning and Operational Readiness.
Qualifications:
- A diploma in Business Administration or a related field, or an equivalent combination of education and experience.
- Progressive experience in supervising staff and managing rail operations, preferably within a public transit context.
- Hands-on experience in passenger rail operations, including dispatching, incident response, and crew management.
- Familiarity with TrainPlan rail mapping and timetabling software, or similar systems such as Hastus or Trapeze, is preferred. Training will be provided.
- Ability to analyze historical rail operation data, including GPS/CAD data and dispatch records.
- Proficiency in Microsoft Office Suite and knowledge of database management and programming languages such as Python and PowerBI is advantageous.
- Understanding of legal and regulatory frameworks governing passenger rail services is essential.
