About the Role

Fraser Health is seeking a highly skilled and experienced Executive Director to lead the Indigenous Health Collaborative Council (IHCC). This is a pivotal opportunity to oversee and implement the Fraser Partnership Accord, improving the health outcomes of Indigenous people living in the Fraser Health Region.

Key Responsibilities
  • Develop and Implement Strategic Plans

Develop a consolidated vision, including strategic and planning, development and coordination of related resources within the service areas. Provide short and long-term planning to identify required operating and capital expenditures in alignment with the Fraser Partnership Accord (FPA) prioritized by the members of the IHCC.

Lead and Collaborate with Stakeholders

Lead and collaborate with Fraser Health Authority, First Nation Health Authority, Métis Nation British Columbia senior staff for the advancement and implementation of IHCC strategic priorities.

Provide Project Oversight and Leadership

Provide project oversight and leadership to large, complex planning projects and major initiatives by developing and managing project timelines/milestones, formulating change management strategies, identifying implications, mitigating risks and identifying qualified resources within approved funding and resource constraints.

Support the Development of IHCC and Sub-Committees

Support the development and cultivation of an active and engaged IHCC and sub-committees. Advise Co-Chairs and sub-committee chairs on determining agendas for sessions, and prioritizing agenda items.

Accountable for Financial Management

Accountable, in partnership with the IHCC, for the development of and implementation of short-and long-term goals and strategic work plans. Provides overall portfolio recommendations for present and future financial planning to the IHCC Co-Chairs; directs financial management, budgeting and reporting with respect to departmental administration, operation and projects by developing the annual IHCC operating and project budgets and ensuring the preparation of financial performance reports.

Provide Leadership and Supervision

Provides overall leadership, direction and supervision to the department through coaching, mentoring, skill and leadership development, and team building. Manages human resources to support the administration and implementation of Fraser Partnership Accord priorities. Manages assigned staff including recruitment, supervision, work assignment, performance management, professional development, and all aspects of discipline including termination.

Qualifications

Master's Degree in Business Administration, or Public Health, or field related to health care management, supplemented with more than ten (10) years' recent, related experience including five (5) years' experience in progressively senior leadership role(s), or an equivalent combination of education and experience.

Professional/Technical Capabilities
  • Demonstrated knowledge of Indigenous health care needs, services and issues as well as knowledge of the culture, protocol, and traditions of Indigenous people to ensure respect, diplomacy and tact to honour established and new relationships as a representative of the health authority.
  • Expert knowledge and understanding of community-based services such as community health centres, Indigenous service providers and traditional healers.
  • Demonstrated expertise with high level policy and program development, implementation and evaluation.
  • Experience in contributing to building revenue and expense budgets, forecasting and resource development.
  • A successful track record of working with high performing staff teams and creating positive workplace environments.
  • Demonstrated success in developing and engaging effective non-profit boards.
  • Experience in leading productive communications and group facilitation with include expression of conflict and passion, employee development, assessment and coaching, matrix management and decision making, and consensus building.
  • Must demonstrate superior skills in gaining the trust and confidence of a wide range of people, providing strong leadership and influence without specific named authority.
  • Experience working in a cross functional and complex reporting structure.
  • Experience in community engagement.
  • Experience in contributing to building revenue and expense budgets, forecasting and resource development.
  • Experience in the provision of community-based healthcare delivery systems and experience interacting with Indigenous people and Indigenous leadership (including Elders, Tribal Councils, Friendship Centres, Indigenous service providers, etc.) as well as government agencies and provincial ministries.
