This role requires strong leadership and technical skills to manage a team of engineers and ensure compliance with municipal standards and regulations.
Key Responsibilities:- Lead the Development Engineering portfolio, including the review of plans for subdivisions and other developments.
- Manage a team of engineers, providing guidance and support to ensure compliance with municipal standards and regulations.
- Develop and implement policies and procedures for Development Engineering, ensuring alignment with municipal bylaws and regulations.
- Establish and maintain effective communication and coordination with other departments in the municipality, as well as with the public and outside agencies.
- Review and direct the reviews by staff of plans and designs submitted with applications for subdivisions, rezoning, development permits, and building permits.
- Ensure that all legal and other provisions are in place prior to issuance of development permits.
- Respond to inquiries and complaints from the public during or following development, providing information and advice on development proposals.
- Oversee inspection work completed by developers to ensure compliance with approved designs and standards.
- Make decisions and interpretations on related legislation, policies, guidelines, and procedures.
- Participate in complex negotiations and problem-solving, providing information and advice to industry, business owners, property owners, and other parties.
- Ensure conformance of development application proposals with applicable codes and bylaws, and complete required inspections.
- Provide policy advice to the Municipal Engineer, leadership team, and Council.
- Communicate directly with Council, both orally and through reports, on related development issues.
- Plan and coordinate the Department's annual work program and budget, and assist in the development of long-term corporate plans.
- Recruit key employees to the department, represent the City in the processing of employee grievances, and provide confidential reports.
- Participate in various task forces, committees, and corporate programs as required.
- Completion of a University degree in Civil or Structural Engineering, plus a minimum of five years of municipal-related engineering experience at a supervisory level or higher.
- Registration or eligibility for registration as a Professional Engineer with APEGBC.
- Valid Class 5 BC Driver's Licence.
