The role of the Telecommunications BSS Solutions Architect is to serve as the subject matter expert for all aspects of OXIO's telecom BSS functions, leading all project initiatives related to the analysis, development, deployment, and enhancement of OXIO's charging and billing functionalities.

Key Responsibilities:
  • Collaborate with cross-functional teams to ensure the successful integration and delivery of products and services necessary for our brands to effectively monetize telecommunications offerings in their respective markets.
  • Oversee BSS cloud-native functions, including Mediation, OCS / CCS, PCRF / PCF, Retail, and Enterprise Billing.
  • Design and implement BSS solutions, CI/CD pipelines, and performance and fault management metrics utilizing Kubernetes, AWS EKS, and other cloud-based technologies.
  • Cultivate and maintain strong relationships with each of our BSS vendors.
  • Investigate new features and functionalities, presenting findings to the management team for potential roadmap inclusion.
  • Architect and document high and low-level design artifacts for the BSS, addressing all major use cases, including:
  • Real-Time, Near-Real-Time, and Offline charging models.
  • Consumer / M2M charging models supporting 2G/3G/4G/5G RAT.
  • QoS and Gated Control policies.
  • VoLTE and Mobile Broadband interactions.
  • Session and Event-based charging procedures.
  • Telecom mediation processes.
  • Retail and wholesale billing, dunning cycle management, bill formatting, and provisioning.
  • Taxation support mechanisms.
  • Mediation and back-office integration into Revenue Management, Fraud Management, Analytics, and Reporting systems.
  • Northbound integration into the commercial product catalog, CRM, and other OMNI channel assets.
  • Develop and execute test plans, cases, and scripts for the BSS systems.
  • Prepare for production deployments.
  • Monitor capacity and resource utilization across various systems and devise plans for expansion.
  • Identify project challenges and propose recommendations to enhance current processes.
  • Provide training to stakeholders, including NOC, customer care, marketing, product, and engineering teams.
Key Qualifications:
  • A Bachelor's Degree in Telecommunications or Computer Science (post-graduate studies are advantageous) with over 10 years of core telecommunications network experience.
  • General understanding of telecom networks, including 2G, 3G, 4G, and 5G NSA / SA.
  • Subject Matter Expert in Mediation (CGF), Charging (OCS / CCS), Policy (PCRF / PCF), and telecom billing.
  • In-depth knowledge of 3GPP policy and charging specifications, along with southbound interfaces such as Diameter Gx, Gy, Gz, Ro, Rf, CAMEL, TAP-In, N5, N7, N40, N28.
  • Practical experience with Kubernetes, AWS EKS, Prometheus, Grafana, FluentD, ElasticSearch, and Kafka.
  • Proficiency in English (both written and spoken).
  • Strong writing and documentation skills are essential for developing design artifacts, presentations, and status reports.
  • Ability to perform under pressure and meet tight deadlines.
