Key Responsibilities
As an HR Operations Specialist, your primary role will involve the formulation and execution of all human resources-related policies across various projects undertaken by Médecins Sans Frontières (MSF) within a specific country or region. You will collaborate closely with HR teams at both the headquarters and project levels to ensure that the staffing requirements of all initiatives are fulfilled. Additionally, you will provide support and guidance on employee development and address a diverse range of HR matters as they emerge. It is essential to ensure that MSF adheres to the labor regulations of the host country. You will oversee the management, training, and supervision of locally recruited HR personnel and will be an integral part of the project management team. Your base will be in the capital city, with regular site visits to various projects.
Qualifications
- A relevant degree or diploma in human resources management and administration.
- A minimum of two years of pertinent experience in a senior HR capacity.
- Demonstrated practical experience in HR management, including the formulation of HR policies and frameworks.
- Ability to navigate and operate within different legal contexts.
- Proven capability to function as part of a senior management team, including responsibilities related to project planning.
- Experience in leading a multicultural team, including supervision and training.
- Proficient command of English, along with French (level B2) or another language (Arabic, Spanish).
- Relevant travel or work experience in environments similar to those where MSF operates (armed conflicts, disasters, public health emergencies, or situations of healthcare exclusion).
- Availability for a commitment of nine to twelve months.

- Proficiency in Microsoft Office applications, particularly Excel.
