Position Overview
The Kingston Police, in collaboration with the community, is dedicated to fostering safety and security for all residents. Role Summary Reporting directly to the Finance Director, the Lead Financial Analyst will play a crucial role in facilitating the financial and procurement operations of the organization. This includes the preparation, validation, analysis, and review of financial data and systems. The ideal candidate will possess a strong analytical mindset, meticulous attention to detail, and the capability to convert complex financial information into actionable insights. Additionally, this role is responsible for ensuring the integrity, reliability, timeliness, and accuracy of financial data, reporting, and analyses. The Lead Financial Analyst will ensure compliance with established policies, directives, accounting standards, and relevant legislation. Key Responsibilities

  • Support the Finance Director with various procurement, inventory, and supply-related tasks, ensuring compliance with all relevant policies and procedures.
  • Assist in the preparation of grant reports in line with applicable guidelines, while developing and recommending cost tracking methods.
  • Contribute to the development of the annual operating and capital budgets.
  • Analyze financial performance, identifying trends, variances, and opportunities for enhancement.
  • Provide expertise in asset management and capital budgeting, ensuring accurate reporting of tangible capital assets in accordance with applicable regulations.
  • Prepare salary and benefit data for budget preparation and ongoing monitoring, in alignment with current legislation.
  • Generate internal and external financial reports, including monthly, quarterly, and annual analyses for senior management.
  • Offer support and guidance on financial matters, delivering timely information to assist leadership in decision-making.
  • Provide backup support to the Finance Director and other finance personnel as needed.
  • Undertake additional duties and projects as assigned. Required Qualifications
  • A 3-year diploma or a 4-year degree in Finance, Business Administration, or a related field.
  • A Professional Accounting Designation (CPA, CA, CGA, CMA) is preferred; consideration may be given to candidates eligible to complete the CFE examination within one year.
  • 5-7 years of progressively responsible experience in accounting, financial analysis, and budgeting.
  • Intermediate proficiency in Microsoft Excel is essential.
  • Familiarity with Generally Accepted Accounting Principles (GAAP) and Public Sector Accounting Standards (PSAB) is preferred.
  • Experience in municipal accounting, including knowledge of relevant legislation and policies, is an asset.
  • Proficiency in accounting and payroll systems, including FMS (D365), PeopleSoft, or similar software.
  • Demonstrated experience in maintaining integrity and confidentiality.
  • Proven ability to manage multiple projects and meet deadlines in a dynamic work environment.
  • Strong communication and presentation skills, with the ability to articulate complex financial information to non-financial stakeholders.
  • Exceptional analytical and critical thinking skills, with the ability to identify problems and propose solutions.
