POSITION OVERVIEW
The Project Development Lead is tasked with overseeing the initiation, planning, design, risk evaluation, and execution of a diverse portfolio of complex social, affordable, and mixed-market housing projects, including group homes and specialized facilities. This role encompasses all phases of project development, from inception to warranty inspection and occupancy. The individual will provide leadership and coordination to a project team while collaborating effectively with project sponsors and partners, which may include non-profit organizations, private developers, consultants, industry experts, contractors, government entities, and various agencies to achieve project goals. Responsibilities will vary based on the role BC Housing assumes in each project, whether as a funding agency or as a direct project manager. The position is accountable for ensuring that all due diligence is completed and that funding and financial models comply with provincial fiduciary standards.
CANDIDATE QUALIFICATIONS
The ideal candidate will possess the following qualifications:
EDUCATION & EXPERIENCE:
- A university degree in business administration, project management, land use planning, real estate development, or a related discipline.
- Significant experience in project management related to the development of multi-unit residential housing, including the non-profit sector, as well as experience in contract negotiation, municipal land use entitlements, real estate matters, and partnership agreements.
- Alternatively, an equivalent combination of education, training, and experience acceptable to the employer.
KNOWLEDGE, SKILLS, AND ABILITIES:
- In-depth knowledge of project management principles, including project scoping, financial management, scheduling, quality assurance, risk management, and team coordination.
- Strong understanding of real estate development and construction processes, as well as related business concepts.
- Familiarity with municipal planning, public consultation, design, development, delivery processes, and warranty and operational procedures related to real estate.
- Working knowledge of BC Housing's housing programs and development policies, particularly concerning social housing initiatives.
- Excellent planning, organizational, and time management skills in a dynamic environment with strict deadlines.
- Proficient negotiation, facilitation, and conflict resolution skills, with the ability to build consensus among diverse stakeholders.
- Strong interpersonal skills, project leadership capabilities, and team-building expertise.
- Exceptional oral and written communication skills, with the ability to present complex information clearly.
- Proficient in relevant business applications, particularly project management and scheduling software.
- Ability to manage planning, design, and construction activities within regulatory frameworks while balancing various interests and risks.
- Strong analytical skills to address complex issues, strategize solutions, and make informed decisions.
- Ability to cultivate and maintain collaborative relationships with stakeholders and interest groups.
- Capacity to prepare detailed reports on real estate and planning matters.
- Ability to effectively communicate with a wide range of audiences, including industry professionals and stakeholders with differing objectives.
- Ability to work collaboratively in a team setting.
- Willingness to travel as required.
- A valid BC Driver's License and access to a reliable vehicle.
