We are seeking a highly skilled and experienced Director, Commercial Management to join our team at Metrolinx. As a key member of our Commercial Management team, you will be responsible for leading the development and implementation of commercial management strategies for our Capital Projects Group.

Key Responsibilities:

  • Lead the development and implementation of commercial management strategies for the Capital Projects Group.
  • Manage and oversee the implementation and ongoing administration of new and existing contracts required to support commercial and delivery teams.
  • Provide strategic direction and management of commercial decision-making, coordinate commercial leadership, and provide strategic and commercial advice to the VP Commercial Management, Senior Legal Counsel, Senior Management Team, and other Metrolinx leaders, as appropriate.
  • Drive to achieve best value for money, meeting strategic objectives in a high-profile, rapidly evolving, and competitive environment while improving the customer experience and upholding Metrolinx's behaviors and values.
  • Manage and provide overall direction to the team during a time of change, including defining team member roles, responsibilities, and expectations; ensure timely feedback to ensure a cohesive operational unit and the optimum use of team skills.
  • Along with the VP and EVP Commercial Management, is responsible for the financial health of the organization and stewardship of financial and other resources within the business unit; oversees all contract activities and contracts for value for money.
  • Effectively deals with significant commercial issues, including complex engineering and operational challenges to ensure the completion of key projects and strategies; facilitate collaboration and cooperation between stakeholders and external vendors to ensure project delivery and issues resolution.

Requirements:

  • Completion of a degree in finance, accounting, audit, business administration, commercial management, or a related discipline or a combination of education, training, and experience deemed equivalent; graduate-level degree is an asset.
  • Knowledge of progressive contracts and collaborative contracting models.
  • Strong understanding of rail systems, signaling, electrification, and/or track and utilities.
  • Demonstrated experience in a public transportation development, operational, and/or construction environment with experience and measured success in the application of commercial management methodology in the context of multi-million-dollar projects; experience in the transportation industry and public sector is an asset.
  • Chartered Management Accountant (CMA) or similar professional accreditation is an asset.
  • Knowledge of regulatory, legislation, building codes, legal, and financial issues and government bodies, external agencies, and partnering transit organizations involved in developing public transportation systems, knowledge of construction engineering principles and best practices.
  • Advanced skills in the development and communication of best practices for the application of contract administration policies and procedures.
  • Highly developed written communication skills to develop briefs and presentations for executive management with a clear and succinct definition of the issues, identifying a priority ranking of issues, and providing well-researched and concise answers to anticipated questions; to prepare strategy documents and issue reports.
  • Strong verbal communication/consultation skills to facilitate a balance between consultation versus informing of external stakeholders.
