Job Summary

We are seeking an experienced Senior Cost Consultant to join our team in Ottawa. As a Senior Cost Consultant, you will be responsible for identifying risks and opportunities in the design that will have a cost implication, participating in the development and implementation of change control procedures, and integrated change management across various packages.

Key Responsibilities

  • Identify and mitigate risks and opportunities in the design that will have a cost implication.
  • Participate in the development and implementation of change control procedures.
  • Integrated change management across various packages, including controlling, tracking, and reporting pre-contract changes across a multi-billion dollar program.
  • Pre-contract change control, including reviewing impact and advising on funding sources.
  • Review of changes to achieve cost optimization.
  • Dynamic Cost Planning, including involvement and oversight of Rough Order of Magnitude estimating, reporting variances, and reconciliation with the original budget.
  • Provide cost information to analyze the design proposals of the design consultant.
  • Reviewing and assuring Construction Cost Estimate produced by others at all stages of design.
  • Advising on feasibility and design options presented by the design consultant.
  • Produce and present cost plans in packages and functional areas consistent with the relevant information from the budget.
  • Provide cost information and advice to the design consultant and owner for the purposes of establishing a final design.
  • Participate in Value Management.
  • Managing and taking responsibility for estimating and cost planning activities, including taking ownership of and presenting the final cost plan/estimate to the client team.
  • Interfacing with the client, other consultants, and being a real team player within the Turner & Townsend Team.
  • Carrying out research related to construction market conditions throughout Canada, including analysis of official published data as well as engaging with the market to obtain up to date rates for all construction products.
  • Managing and mentoring junior staff.

Requirements

  • Eligible to work in Canada with Reliability Clearance with the Government of Canada.
  • 10 years' experience delivering pre-construction and post-contract construction cost services.
  • A recognized University Degree in Quantity Surveying or related field, including a WES (or equivalent) certificate.
  • Membership of Relevant Professional Organizations, such as the Canadian Institute of Quantity Surveyors (CIQS), The Royal Institution of Chartered Surveyors (RICS), and/or Association for the Advancement of Cost Engineering (AACE).
  • Knowledge of and experience using CostX is an asset but not essential.
