Primary Responsibilities:
- Serve as a consultative and strategic link between State and Air Navigation Service Providers (ANSP), overseeing, assessing, coordinating, and crafting expert responses to ICAO circular state letters, assembly/conference working documents, and, when necessary, regional state letters and electronic bulletins; ensuring compliance with ICAO Standards and Recommended Practices (SARPs).
- Facilitate the submission of NAV CANADA's Canadian variations to ICAO SARPs.
- Support NAV CANADA's involvement in ICAO Working Groups, Study Groups, regional assemblies, panels, conferences, forums, symposiums, and gatherings, providing formal nominations as necessary, and maintaining records within the Meeting Allocation Platform (MAP).
- Monitor global Air Navigation Service harmonization through the creation, upkeep, and monitoring of regional and state Air Navigation Plans (ANPs) and Aviation System Block Upgrades (ASBUs).
- Collaborate with various operational units in the development and dissemination of Aeronautical Information Publication (AIP) and TC-AIM updates, as well as AIC submissions related to international and NAT protocols.
- Oversee and process modifications to ICAO designator documents (ICAO Doc 8585 Air Operator Designators and Call Signs, ICAO Doc 8643 Aircraft Types, and ICAO Doc 7910 Location Indicators).
- Engage in working groups concerning regulatory modifications in Canadian airspace through ICAO, CANSO, and CARAC.
- Coordinate NAV CANADA's participation in all CARAC meetings and focus groups.
- Track the CARs regulatory amendment process and inform management of relevant activities, including consultations regarding Transport Canada's Preliminary Issue and Consultation Assessments (PICAs), Notices of Proposed Amendments (NPAs), Canada Gazette publications, Advisory Circulars, and Civil Aviation Directives.
- Facilitate NAV CANADA's requests for exemptions to CARs and deviations from CAR Standards under specific conditions.
- Manage the Air Transport Operations Consultation Committee (ATOCC) and the Air Navigation System National Advisory Committee (ANSNAC) Collaborative Discussion and Communication (CDC) Process.
- Oversee the assignment of Canadian aircraft domestic 2-letter and ICAO 3-letter designators and associated telephony call signs.
- Provide updates to Appendix C of the MANAIR to NAV CANADA Aviation Weather Services regarding alternate weather minima at TAF locations.
Qualifications
Education:
- A valid Canadian Airline Transport Pilot License (ATPL) or Canadian military equivalent is mandatory for this role.
Experience:
- At least 5 years of relevant work experience in: Building collaborative networks and relationships with senior officials, government departments, and industry stakeholders. Providing strategic guidance to senior management and external stakeholders.
- Familiarity with national and international policies, standards, recommended practices, and regulations is advantageous.
Knowledge:
- In-depth technical and operational understanding of the Air Navigation Service (ANS).
- Comprehensive technical knowledge of pilot operations and experience in IFR and VFR flight operations.
- Awareness of ICAO Standards and Recommended Practices (SARPs) and the TC Canadian Aviation Regulations (CARs).
- Understanding of ICAO and TC's organizational structures, their regulatory amendment consultation and publication processes, and NAV CANADA's related responsibilities.
- Familiarity with airspace structure, classifications, and applicable regulatory standards and recommended practices.
- Expertise in ANS system components not provided by NAV CANADA (e.g., aerodrome facilities) and the interrelationships between ANS system components.
Skills:
- Strong written and verbal communication skills to diplomatically convey NAV CANADA's position on national and international aviation matters.
- Ability to comprehend technically specialized subjects.
- Proficient in conducting research and interpreting legal documents and international policies.
- Capable of evaluating and analyzing technical material and distilling its essential regulatory/international points.
Personal Attributes:

Work Environment:
- This position is based out of the Ottawa Head Office, with flexibility for remote work options available for new team members.
- Occasional travel, both domestic and international, may be necessary.
