The Role
The Program Manager will take charge of overseeing the projects associated with the modernization of IT systems at NBCC. This pivotal position demands a solid background in project management along with strong leadership capabilities. The manager will collaborate closely with the Systems Modernization Steering Committee and project leaders to align academic transformation, systems development, and renewal priorities with strategic objectives and data-driven requirements.

Responsibilities
Key Duties:
Project Execution: Coordinate and oversee system modernization initiatives in collaboration with project leaders and the Systems Modernization Steering Committee. Develop comprehensive project plans that outline objectives, scope, milestones, deliverables, timelines, budget estimates, and resource needs. Track project advancement, identify potential risks, and implement corrective measures to achieve project goals. Foster collaboration among various teams, project leaders, and the Systems Modernization Steering Committee.2. Resource Oversight:
Manage resources essential for project progression, including budget considerations, in partnership with project leaders and their supervisors. Engage with internal and external stakeholders to facilitate effective communication and address any arising issues.3. Needs Assessment and Strategic Guidance:
Analyze the immediate IT system requirements of NBCC in conjunction with the committee and strategize for long-term needs. Identify opportunities for optimizing current systems and suggest innovative alternatives. Stay informed about the latest trends and technological advancements, proposing innovations that could enhance the organization's business systems. Provide data-driven strategic recommendations to support IT system modernization efforts.4. Project Evaluation and Monitoring:
Manage project risks and challenges, proactively identifying and resolving issues to minimize impacts on project performance. Ensure the quality of project outputs through quality reviews, ensuring deliverables meet stakeholder expectations. Establish monitoring and evaluation systems to assess the performance of ongoing projects and systems. Prepare regular reports detailing project progress, outcomes achieved, and suggestions for continuous improvement. Provide transparent updates to stakeholders regarding project status, considering any changes that may affect timelines and expected outcomes. Actively solicit feedback from stakeholders to understand their needs and expectations, addressing any issues that may arise.5. Supplier Management:
Build and maintain strong relationships with IT system vendors, negotiate contracts, and manage service performance issues.6. Team Development:
Ensure the training and professional development of team members in technical skills and project management methodologies. Inspire and lead the team towards achieving excellence in project execution.7. Change Management:
Lead change management initiatives, ensuring that changes are planned and executed with minimal disruption to services. Develop an internal communication and change management strategy to regularly share project progress. Evaluate the effectiveness of IT system changes in terms of user satisfaction and improved operational efficiency.8. Compliance Assurance:
Ensure adherence to relevant IT system laws, regulations, and policies, including data protection and cybersecurity standards.Qualifications
Education and Experience:
Degree in Information Technology or a related field, along with PMP certification. Strong communication skills in English; proficiency in French is a plus. Proven experience managing full project life cycles in complex project environments.Candidates must clearly demonstrate how they meet these qualifications on their resumes.
