Key Responsibilities

Under the general supervision of the Chief Electoral Officer, the Regional Electoral Support Officer (RESO) is tasked with providing essential assistance to Returning Officers (ROs) and serving as a crucial link between ROs and the Office of the Chief Electoral Officer.

Primary Duties

In the intervals between electoral events, the RESOs:

Facilitate collaboration and enhance information exchange among ROs to address regional challenges and issues Implement modifications concerning legislation, processes, policies, practices, and priorities Supervise pre-event readiness tasks assigned to ROs by committing to deliverables, negotiating plans and budgets, offering advice, guidance, coaching, and support to ROs, and promoting timely and budget-compliant task completion Lead engagement initiatives with provincial or territorial management entities, municipalities, school boards, and other regional organizations Organize post-election debriefing sessions

Additionally, they are involved in:

Recruiting and training ROs and Assistant Returning Officers (AROs) Enhancing Elections Canada's strategies by providing expert insights on regional considerations and challenges Establishing performance objectives, expected outcomes, metrics, and evaluations for ROs Conducting performance assessments for ROs Undertaking special assignments as required

During electoral events, the RESOs:

Advise, coach, and support ROs in fulfilling their legislative and operational responsibilities Assist ROs in resolving local issues and securing support from Elections Canada as necessary Coordinate regional activities related to recruitment and outreach, liaising with school boards, vendors, and service providers Collaborate with regional media advisors to manage media inquiries Evaluate pre-defined activities linked to RO performance objectives in local Elections Canada offices, provide guidance to ROs on corrective measures, and report to headquarters on these matters throughout the election period Assess the overall election management in their region for senior management at headquarters, including how ROs are achieving objectives, complying with statutory requirements, and adhering to Elections Canada policies

Regions

There are 31 RESO regions across Canada.

Employment Status and Compensation

RESOs are appointed similarly to ROs, with their compensation outlined in the Federal Elections Tariff of Fees, which includes:

A monthly stipend of $960.37, commencing three months after the conclusion of an election period $64.02 per hour for special assignments outside a general election or during by-elections $26,826.39 for all work performed during the election period of a general election $7,682.98 for services rendered during the three months following the end of the election period

Qualifications

Statutory Requirements

A RESO must be qualified as an elector (i.e., be a Canadian citizen and at least 18 years old) and must reside in the region where duties will be performed under the Canada Elections Act.

Education

Successful completion of two years of an acceptable post-secondary education program

OR

An acceptable combination of education, training, and relevant experience.

Experience

Previous election experience as a returning officer, assistant returning officer, additional assistant returning officer, or field liaison officer at the federal level, or equivalent experience at the provincial or territorial level, or other relevant experience in managing election operations Experience as a senior manager in a mid-sized or large organization with decentralized operations, demonstrating success in leadership, team building, and managing projects, human resources, budgets, and communications with staff, managers, and stakeholders

Language Proficiency

For regions outside Quebec, fluency in English is essential. In Quebec, fluency in French is essential. In regions where both official languages are prevalent, bilingualism is required. In all other regions, bilingualism is considered an asset.

Additional Qualifications

Ability to communicate in both official languages Experience managing a staff of 20 or more and a budget of $1M or more as a senior manager in an organization

Knowledge and Skills

Understanding of the mandate, role, and responsibilities of the Office of the Chief Electoral Officer (Elections Canada) and local Elections Canada offices Knowledge of project management, human resources, financial resources, and communications Awareness of demographic groups and the social and cultural challenges within the region Ability to provide guidance to ROs for implementing statutory and administrative requirements Capacity to advise Elections Canada on challenges, risks, and issues related to election preparations and conduct Problem-solving and negotiation skills Proficiency in a computerized environment Effective oral and written communication skills Leadership abilities in change management Strong interpersonal skills, including diplomacy, tact, judgment, reliability, adaptability, and discretion

Important Considerations for Appointment

Candidates should reside within the region for which the position is responsible. A reference check will be conducted with the electoral management body where the candidate was most recently employed. An exam, interview, and computer abilities assessment will be carried out. Candidates under consideration must complete and submit the required Personnel Screening, Consent, and Authorization Form, which includes information for criminal record and credit checks, and must be granted the "Reliability Status" before appointment. Candidates must be prepared to accept conditions of appointment, including not engaging in politically partisan conduct at any level, not contributing to candidates or parties, and being available for long hours during election periods.
