Job Summary

This position will be responsible for developing, planning, coordinating, and carrying out the Storm Sewer Inspection and Monitoring Program for storm sewer discharges from industrial, commercial, institutional, and residential properties. The successful candidate will also respond to and investigate reported spill releases into the City's storm sewer system and will lead the enforcement of the Storm Sewer Use By-law. The successful candidate will also review and provide expertise on storm drainage-related studies, capital projects, and development applications related to discharge into the storm sewer systems.

Duties and Responsibilities
  1. Implement and administer the Storm Sewer Inspection and Monitoring program, policies, best practices, and protocols to regulate discharge to municipal and private storm sewer systems and waterbodies in compliance with the City's Storm Sewer Use By-law, including tracking annual expenditures and identifying budget requirements.
  2. Develop program objectives, set annual targets, measure program performance, and conduct year-end evaluation and reporting on program effectiveness with recommendations for improvements, including amendments to the storm sewer by-law and applicable policies and protocols, as needed.
  3. Coordinate and lead meetings with external and internal stakeholders to identify new and emerging trends and issues related to storm by-law compliance and to continually improve the program.
  4. Prepare business cases as needed in support of program growth.
  5. Conduct, track, coordinate, and prepare reports on all inspection and monitoring activities of municipal and private storm sewer systems, including oil and grit separators.
  6. Coordinate the collection and analysis of water quality samples discharging to municipal and private storm sewer systems and at receiving waterbodies to evaluate potential impacts to the natural environment and identify potential sources.
  7. Investigate and report on complaints related to environmental spills, including liaison with internal staff, the Region of Peel, the Ministry of the Environment, Conservation and Parks, and the public.
  8. Assess storm sewer by-law contravention cases based on research and analysis to determine appropriate enforcement actions, including voluntary abatement or mandatory compliance orders.
  9. Conduct investigations of cross-connections with sanitary sewers and unauthorized discharges that enter the storm sewer system to determine the source(s) and ensure that any impacts to water quality are appropriately mitigated.
  10. Coordinate and execute the issuance of temporary and permanent approvals for groundwater discharge to the municipal storm sewers.
  11. Issue Orders, set fines (tickets), and lay charges as required to achieve compliance with the Storm Sewer By-law.
Additional Duties and Responsibilities
  1. Recruit, supervise, and provide training for environmental co-op students.
  2. Request and review Pollution Prevention Plans related to Storm Sewer Use By-law requirements and to qualify for the Stormwater Charge Credit Program.
  3. Conduct follow-up inspections on businesses after the implementation of Pollution Prevention Plans for compliance.
  4. Review and approve applications and supporting information for special discharge requests to City storm sewers.
  5. Liaise and collaborate with the Region of Peel to coordinate the development and implementation of joint policies and programs relating to sewer cross-connections, storm water quality management programs, spill responses, and other related matters.
  6. Conduct research on storm sewer water quality management best practices and develop guidelines and policies.
  7. Liaise with property owners and managers, businesses operators, and residents regarding By-law compliance.
  8. Collaborate with Enforcement on by-law contravention issues when warranted.
  9. Prepare written correspondence, reports, and presentations to internal and external clients, including residents, business owners, property managers/developers, consultants, regulatory agencies, senior staff, and Council, as required.
  10. Keep current on new technologies, legislation, policies, and best practices related to storm sewer water quality monitoring/investigations in support of Ministry Environmental Compliance Approval conditions.
  11. Perform other duties as assigned.
