About the Role

The First Nations Financial Management Board (FMB) is seeking a highly skilled Human Resources Specialist to support our First Nation clients across Canada. As a key member of our team, you will play a critical role in promoting strong governance and financial management systems among our clients.

Key Responsibilities
  • Client Support
    • Develop and maintain relationships with assigned clients to promote trust and secure buy-in to implement their Financial Administration Law (FAL) and achieve FMS certification.
    • Conduct needs assessments and identify opportunities for remote accounting and training with clients.
  • Human Resource Support Services
    • Develop a Human Resources procedures manual and readiness assessment in collaboration with the FMS Support Services Senior Manager.
    • Develop a Human Resource support service schedule based on client priorities.
    • Ensure Human Resource Support Services are provided within the terms and provisions of the client's Financial Administration law.
  • Performance Management
    • Assist clients with the development and maintenance of a performance management system.
    • Ensure timely and effective performance management processes.
    • Support clients with developing, implementing, and maintaining employee succession planning and employee development initiatives.
  • Job Design
    • Develop a database of job descriptions for common employment positions within First Nation administrations.
    • Assist clients with developing job descriptions for new positions and updating existing ones.
  • Information Management
    • Work with clients to develop and implement processes for creating, collecting, and organizing Human Resource Management records.
    • Develop and implement processes for maintaining, protecting, and preserving Human Resource Management records.
    • Develop and implement processes for Human Resource record retention and disposition.
  • General Human Resource Management Support Services
    • Support clients with developing a Human Resource Strategy.
    • Develop and implement standardized Human Resource management templates.
    • Assist with the change management process associated with transitioning to a Human Resource Enterprise Resource Planning System (ERP).
  • Training and Capacity Development
    • Develop a training plan based on client needs assessments.
    • Deliver training and capacity development on General Human Resource Management Support, Information Management and Recordkeeping, Job Design, and Performance Management.
Requirements
  • Post-secondary (undergraduate) degree in Business Administration or other HR-related education preferred.
  • CPHR professional designation preferred.
  • Minimum of 5 years of experience in a Human Resource capacity; managerial experience an asset.
  • Strong understanding and hands-on experience with HR Information Systems.
  • Experience developing strategic HR plans.
  • Ability to communicate effectively and build strong relationships with clients.
  • Strong organizational skills with attention to detail.
  • Excellent judgment and ability to provide sound direction and advice on human resource issues.
  • Knowledge of employment/labour laws and general human resource policies and procedures.
  • Effective working skills in Microsoft Suite and Adobe Products.
  • Experience working with Indigenous Governments, organizations, and communities considered a vital asset.
  • Excellent communicator with a strong command of written and spoken English; French language skills are considered an asset.
