About the Role

Metrolinx is seeking an experienced leader to join its dynamic legal team as Executive Vice President, Legal Services. Reporting to the Chief Legal & Commercial Officer, the EVP, Legal Services will oversee the provision of legal services for Metrolinx, providing practical legal advice on complex matters across various domains and playing a pivotal role in shaping the organization's legal strategies.

Key Responsibilities

  • Lead the Metrolinx Legal Services team, providing direction on major legal and regulatory issues, and work to minimize legal risks across all Metrolinx business units;
  • Coordinate the provision of legal advice and the performance of legal services across multiple practice areas, including commercial and contract law, rail and transportation law, construction law, dispute resolution, privacy, labour and employment, regulatory compliance, health, and safety, municipal law, planning law, real estate, and crisis management;
  • Oversee the drafting, negotiation, and completion of a significant volume of commercial contracts, ensuring such contracts reflect Metrolinx's legal risk tolerance and contractual risk allocation, and coordinating with internal and external stakeholders (including insurance, procurement, and commercial management);
  • Manage operational claims and disputes (including personal injury, contract disputes, judicial review, injunctions, property disputes, labor and employment disputes, and regulatory proceedings) and work with the CLO and senior management to develop strategies for the effective resolution of litigation and various other proceedings;
  • Be accountable for the Metrolinx Privacy Office, overseeing privacy compliance and the completion of privacy impact assessments and managing privacy-related breaches;
  • Develop relationships with external counsel for key stakeholders; and
  • Support the Chief Legal & Commercial Officer to develop and monitor legal department budgets and workforce planning.

Requirements

  • Completion of a Bachelor of Laws degree (LLB), Doctor of Jurisprudence (JD) or equivalent and a valid articling or law practice program, or a related discipline – or a combination of education, training, and experience deemed equivalent;
  • Extensive years of experience as a legal practitioner, including legal management. Public sector experience would be an asset;
  • Membership in good standing as a Lawyer with the Law Society of Ontario;
  • Ability to provide sound legal advice and suggest business-oriented solutions to complex legal issues in commercial and political contexts;
  • Experience regularly interacting with senior management, including Board of Directors, CEO, and other C-suite executives;
  • Familiarity with a broad range of legal disciplines;
  • Experience managing a budget.
