The Finance and Corporate Services Division is responsible for overseeing all essential services that ensure a robust financial, project management, and information technology framework. This division guarantees that the organization possesses the necessary technical, operational, infrastructural, and change management capabilities to maximize its impact within its mandate and budget. The team collaborates with all divisions to manage the financial and project components of programs and initiatives aimed at fulfilling the priorities of the Canadian Strategy for Cancer Control.

Role Overview
The Chief Financial Officer plays a pivotal role in supporting the Finance & Corporate Services Division in executing projects and initiatives that align with organizational priorities. Reporting directly to the Vice-President of Finance & Corporate Services, the incumbent will provide strategic direction, financial planning, and management oversight to enhance the Partnership's financial performance and accountability.

Key Responsibilities

  • Financial Strategy Development: Formulate and execute both short- and long-term financial strategies that resonate with the organization's mission, goals, and objectives.
  • Facilitate discussions regarding the strategic allocation of resources and assist the Executive Team in shaping comprehensive financial management strategies in collaboration with internal stakeholders.
  • Prepare and present strategic and operational financial insights, decisions, and risk mitigation strategies to senior leadership, while ensuring responsible stewardship of public funds and organizational assets.
  • Oversee the Partnership's finances and influence corporate resources to achieve financial and operational efficiencies, effectiveness, sustainability, and improved outcomes.
  • Lead the Finance, Audit, and Risk Committee of the Board of Directors, ensuring the development of high-quality materials for Board meetings.
  • Manage the annual budgeting process in conjunction with the corporate planning cycle.
  • Collaborate with internal teams as a business partner to ensure effective utilization of funding across the organization.
  • Drive innovations within the financial and corporate services domain to realize cost savings and enhance efficiencies.
  • Develop and test new financial models to optimize outcomes for new business initiatives, ensuring continuous improvement of financial and accounting processes aligned with evolving business objectives.
  • Supervise the finance function, including general accounting, budgeting, forecasting, analysis, and reporting, while establishing controllership accountability expectations across the organization.
  • Ensure compliance with legal and regulatory financial requirements, including regular reviews of financial results, account reconciliations, and variance analyses.
  • Lead the creation, communication, and implementation of policies and practices to ensure that financial reporting and accounting transactions adhere to organizational standards, professional norms, and contractual obligations.
  • Direct the development, implementation, and testing of financial and accounting controls, policies, and procedures to ensure efficient resource utilization, increased productivity, and compliance.

Partner Funding and Procurement Management:

  • Oversee the management of all strategic partner funding and procurement processes.
  • Develop strategic partner funding methodologies and procurement policies to ensure effective controls and optimal use of resources.
  • Ensure procurement processes are optimized with a focus on compliance, fairness, value for money, cost reduction, and efficiency.
  • Lead the transformation of the procurement function to adopt best practices throughout the procurement process.

General Accountabilities:

  • Contribute to the strategic leadership and direction of the organization through active participation in senior management and Executive team meetings.
  • Share accountability for collaboration across divisions and with external partners, ensuring strategic alignment with all aspects of the organizational strategy.
  • Support the Vice-President in achieving strategic priorities.
  • Contribute to the establishment of division strategy and goals, resource allocation, and timely delivery of results within budget.
  • Manage and supervise staff, setting clear goals, expectations, and performance evaluations to enable effective management of responsibilities.
  • Accountable for the Finance function's budgets, contracts, and vendor management.

Qualifications:

  • Undergraduate or graduate degree in Finance, Commerce, Business Administration, or a related field, or an acceptable combination of education and experience.
  • Certified Professional Accountant (CPA) designation is required.
  • A minimum of 10 years of experience, preferably in the non-profit, government, or healthcare sectors. Experience with First Nations, Inuit, and Métis is an asset.
  • Proficiency in Microsoft 365 applications (Outlook, Word, Excel, PowerPoint, SharePoint, Microsoft Teams, OneDrive).
