Job Summary

We are seeking a highly skilled Purchasing Consultant to join our team at the University of Manitoba. As a key member of our Supply and Services Category, you will be responsible for administering the complete process for competitive bids, including Requests for Information, Requests for Tender, Requests for Quotation, and Requests for Proposal.

Key Responsibilities
  • Review expiring contracts and prepare bid documents, including scope and requirements, and scoring matrices
  • Identify potential sources of supply to stimulate competition and review bids for compliance
  • Facilitate activities of the Selection Committee, coordinate and attend supplier presentations, and lead clarification meetings with top-ranked proponents
  • Negotiate contracts as required and engage key stakeholders in the contract execution process
  • Enter final contractual commitments into the EPIC (SAP Ariba) e-procurement system
  • Supervise assigned data entry of purchase orders and contracts completed by Junior Purchasing Consultants and Purchasing Coordinators/Assistants as required
  • Provide appropriate coverage for the Category Team in periods of absence or vacation
Requirements
  • ~5 years intermediate level purchasing/buyer experience with a minimum of 1 year supervisory experience
  • ~ Experience in a public sector procurement environment is preferred
  • Comprehensive understanding of competitive bidding law, contract law, and trade agreements
  • Strong written communication skills with ability to draft clear, concise, and accurate documents
  • Strong analytical skills with ability to assess data with detailed accuracy
  • Excellent customer service skills and communication manner
  • Skilled in the use of a computer and Microsoft Office software, with ability to learn new software quickly and efficiently
