ROLE SUMMARY:
Reporting directly to the Commissioner of Public Works & Engineering, the Strategic Advisor is tasked with aligning the strategic objectives and values of the City with operational execution. This role demands a high level of confidentiality due to access to sensitive communications and records. The Advisor will lead projects from conception through to completion, ensuring that key business initiatives are developed and managed effectively. This involves translating corporate strategies into actionable project plans, conducting thorough research, forming and leading project teams, collaborating with various stakeholders, and preparing comprehensive reports and recommendations for the Commissioner. Additionally, the Advisor will work closely with the Public Works & Engineering Management Team to support departmental initiatives.

KEY ACCOUNTABILITIES

In this capacity, the Strategic Advisor will be responsible for:

• Identifying and addressing emerging challenges to facilitate informed decision-making.

• Executing actions to ensure project alignment with corporate objectives.

• Conducting proactive research to garner stakeholder support for project initiatives.

• Resolving issues related to project development and implementation, while providing updates to senior leadership.

• Building and nurturing relationships both internally and externally to ensure project success.

• Offering strategic support and critical analysis to the leadership team.

• Addressing significant matters for the Commissioner and providing actionable recommendations.

• Advocating for the Public Works & Engineering Office.

PRIMARY RESPONSIBILITIES

1. OPERATIONAL SUPPORT

Deliver project management expertise to recommend solutions that align with corporate strategies. Design and implement comprehensive project delivery strategies, including risk management and monitoring relevant factors that influence project direction. Provide project support to corporate leads to enhance overall effectiveness. Research best practices to develop project plans that meet established milestones. Apply project management principles to ensure project scope is achieved. Foster strategic relationships and stay informed on issues impacting corporate initiatives.

2. CUSTOMER SERVICE

Serve as a subject matter expert to uphold corporate service standards. Promote collaboration with key external partners and stakeholders. Provide strategic guidance to project teams regarding corporate objectives. Cultivate productive partnerships with stakeholders to enhance customer satisfaction. Manage the Department's online presence and communication channels.

3. COMMUNICATION AND REPORTING

Articulate complex concepts to stakeholders; prepare reports and proposals for effective decision-making. Regularly review project progress to provide expertise and updates to senior management. Deliver project strategies through organized presentations and training sessions. Prepare comprehensive reports for senior management and council, including sensitive information.

4. BUDGET MANAGEMENT

Ensure effective resource and expense management in accordance with corporate policies. Recommend budget requirements based on operational needs. Monitor project expenditures and revenue to align with corporate guidelines. Conduct regular reviews with a focus on cost recovery.

5. STAFF GUIDANCE

Support staff in prioritizing and organizing daily tasks. Provide coaching and mentorship to enhance operational effectiveness. Participate in recruitment processes as needed.

6. TEAM COLLABORATION

Collaborate effectively within diverse teams to achieve common goals. Contribute to cross-functional teams to enhance overall effectiveness. Support other divisions within Public Works & Engineering as required. Uphold corporate values consistently.

QUALIFICATIONS:

EDUCATION:
Post-secondary degree or diploma in Business Administration, Public Administration, or a related field.

EXPERIENCE:
Minimum of 3 years in an advisory or project-based role, with proven project management experience.

ADDITIONAL SKILLS:
Knowledge of Municipal, Regional, Provincial, and Federal Governments and relevant legislation is an asset. PMP certification is preferred. Strong presentation, customer service, and relationship management skills are essential. Ability to maintain confidentiality and demonstrate political sensitivity is crucial. Proficiency in Microsoft Office and strong analytical skills for problem-solving are required.
