Position Overview:

Key Responsibilities

· Provide expert guidance on accounting practices related to capital expenditures, ensuring that the advice offered is optimal and serves as a reliable second opinion for public sector employees. The Senior Financial Analyst must be innovative and possess critical thinking skills to identify effective process and system solutions.

· Participate in official meetings to effectively support senior management in all facets of the role.

· Collaborate with internal stakeholders to propose necessary modifications to processes and procedures, while working alongside the Information Management (IM) team on system enhancements.

· Communicate with stakeholders to relay identified changes, addressing gaps and ensuring compliance from a policy standpoint.

· Utilize a comprehensive understanding of the departmental context and intricacies to facilitate progress through strong relationships with key contacts in other divisions.

· Engage in the planning and establishment of key priorities to guarantee adherence to appropriate accounting practices for capital expenditures.

· Work with internal stakeholders to define business requirements for the enhancement of the DRMIS (SAP) financial and material system, supporting the implementation of the Vote 5 Accounting Treatment Project to align with new Receiver General (RG) coding standards.

· Assist in preparing communications on behalf of senior management, including announcements to staff and central agencies.

· Provide strategic insights for briefing senior management (up to ADM) regarding project implications, including Briefing Notes or Memorandums.

· Advise the DGFOS (Project Sponsor) and Director on specific risks and challenges related to implementation.

Required Qualifications

· The candidate must possess an accounting designation (CPA, CA, CMA, or CGA).

· A minimum of five (5) years of experience within the last ten (10) years in financial management advisory roles for senior management within the Federal Government is required.

· At least two (2) years of experience managing corporate and financial projects that involve financial processes and systems impacting multiple functions across the organization.

· A minimum of two (2) years of experience in performing accounting functions on assets or inventories with a minimum Net Book Value of $50 Million.

· At least two (2) years of experience within the last five (5) years working directly with and fostering relationships with one or more of the following Government of Canada Central Agencies: the Prime Minister's Office, the Privy Council Office, the Treasury Board of Canada Secretariat, and the Department of Finance.

· A minimum of five (5) years in the last ten (10) years supporting a Government of Canada Department or Agency's business processes reliant on an SAP-based Integrated Financial and Material System (IFMS).

Note: A valid Reliability Government Security Clearance is required.
