Job SummaryWe are seeking an experienced Procurement Manager to join our Facilities Management team. As a key member of our team, you will be responsible for leading the procurement and administration of construction contracts, ensuring compliance with regulatory requirements, and managing a team of procurement staff.
Key Responsibilities- Lead the procurement and administration of construction contracts, ensuring compliance with Federal, Provincial Trade Agreements, BC Ministry of Finance Core Procurement Policies, Capital Asset Management Guidelines, Canadian Contract Law, and Facilities Management policies.
- Manage contracts to ensure ongoing vendor compliance with terms and conditions, including risk mitigation, insurance, bonding, and other legal requirements.
- Provide timely support to Project Managers and manage a dedicated team of construction procurement staff and buyers.
- Develop and implement contract management strategies, foster strong working relationships with contractors and consultants, and create and manage standard service contracts terms and conditions.
- Maintain fair business practices, conduct ongoing risk assessments, and mitigate risks.
- Provide guidance, training, and advice on contract and related issues, including policies and risk mitigation procedures.
- Represent Facilities Management in various construction industry organizations to ensure compliance with industry and Provincial contract standards.
- Develop short- and long-range goals and objectives for the Facilities Management Procurement area and ensure effective financial management of the group.
- Develop, implement, and administer Department standards and procedures, evaluating and implementing changes as needed to improve services and ensure compliance with regulatory requirements.
- Manage the timely execution and renewal of contracts, reporting of contract impacts, and ensure that appropriate Signing Authority approvals are obtained.
- Bachelor's degree in Business, Commerce, or a related discipline
- Diploma/designation equal to the Purchasing Management Association of Canada's Supply Chain Management Professional designation or related discipline
- Seven to ten years of recent related purchasing management experience, with experience in a facilities management and/or construction environment
- Equivalent combination of education, training, and experience

- Demonstrated ability to work collaboratively among peer groups and departments
