Road Operations Specialist

Reporting to the Program Manager, the District Support role is tasked with delivering technical, analytical, and oversight assistance in the enhancement of efficient road maintenance operational functions and asset management, ensuring adherence to quality benchmarks and pre-engineering services while generating pertinent reports and recommendations.
KEY RESPONSIBILITIES
- Assists in the formulation of operational project preparations and significant contract specifications in alignment with annual financial plans and operational strategies.
- Oversees and manages the processing of contractual payments, ensuring compliance with field quantities and contract stipulations.
- Gathers operational data from diverse units. Prepares estimates, tender documents, and specifications for minor operational tasks such as asphalt repairs. Ensures alignment with budgetary constraints and operational plans. Drafts contracts for the Supplies Division and manages tender advertisements. Establishes priorities and communicates them to operational personnel. Processes payments upon project completion.
- Conducts inspections and assessments of road and structural requirements.
- Evaluates technical operational asset management data from various units. Maintains databases and monitors performance metrics to ensure adherence to Regional standards, facilitating consistent application and scheduling of maintenance work. Generates reports detailing work necessities.
- Collects operational data from contractors. Updates and maintains the asset and pavement management program. Analyzes operational data, conducting assessments for regression curves and deterioration rates. Develops strategies and priorities for the rehabilitation of road and bridge infrastructure to assist management in setting work priorities and budget allocations.
- Monitors the performance of operational work units against accepted standards and prepares recommendations and reports aimed at enhancing productivity and performance metrics.
- Analyzes the distribution of operational expenditures for both fiscal accounting and the road maintenance management system.
- Reviews and ensures that operational field records comply with established operational policies.
- Collaborates with internal and external personnel, government bodies, contractors, consultants, and the public regarding road construction initiatives, providing technical information in response to inquiries.
- Performs additional duties as assigned, in line with Branch and Department objectives.
- Minimum of three (3) years of experience in operational road-related functions.
- Possession of a valid Ontario Class 'G' driver's license and access to a reliable vehicle for corporate duties.
- Strong knowledge and technical analytical skills pertaining to transportation management and operations.
- Understanding of transportation engineering design and operational principles.
- Familiarity with relevant legislation and standards, including the Occupational Health and Safety Act, Highway Traffic Act, Ontario Provincial Standards, and Ontario Traffic Manual.
- Comprehensive knowledge of the principles and practices of transportation planning, design, and construction, as well as Ministry traffic policies and procedures.
- Ability to interpret roadway construction drawings and relevant technical manuals and specifications.
- Demonstrated proficiency in corporate core competencies, including communication, innovation, teamwork, collaboration, and personal accountability.
- Proficient in using MS Office software applications and specialized software relevant to the technical field.
- Willingness to work outside of regular business hours as necessary.
