Position Overview

The selected candidate will deliver a variety of professional and specialized services in the strategic procurement of goods and services, as well as the management of surplus assets. This role involves active participation in the formulation of new contracts, planning for contract renewals, and overseeing technical or professional services. The incumbent will develop strategies to ensure the successful completion of assigned tasks related to tendering and proposal development, grouping, analysis, environmental impact mitigation, and administration. Additionally, the role includes monitoring contracts and managing agreements between STM and its supplier partners.

The individual will create and recommend procurement or surplus disposal strategies, implement necessary administrative programs and processes to execute selected strategies, and maintain business relationships with executive management and its components. Through effective influence and leadership, the incumbent will ensure transparency in processes. Specifically, the responsibilities include:

  • Gathering, analyzing, and consolidating needs and objectives with internal partners, assessing market trends, and identifying potential suppliers.
  • Participating in contract organization, project, or site meetings, as well as other discussions with bidders, promoters, subcontractors, professionals, service representatives, and external organizations, depending on the sector's activities.
  • Building business relationships among suppliers, users, and requesters, collaborating with executive management, and maintaining connections with internal partners.
  • Advising internal partners on merchandise group assignments and targeted markets.
  • Contributing to the drafting and preparation of agreements.
  • Assisting in the analysis of contract execution issues, seeking appropriate solutions, collaborating on modification directives and recommendations, and consulting with the necessary professionals.
  • Ensuring compliance with contracts post-award, analyzing issues, initiating corrections, negotiating with suppliers, drafting amendments, and managing agreements between partners.
  • Exercising functional authority for assigned mandates, allowing for modifications in work methods and procedures.
  • Approving the release of sureties.
  • Representing STM to external organizations (associations, purchasing groups, other municipalities, etc.).
  • Developing, planning, organizing, and proposing procurement or disposal strategies for the organization. Coordinating multidisciplinary teams and procurement/disposal processes based on budgetary constraints and timelines. Conducting benchmarking analyses.
  • Preparing and developing tender and proposal calls, establishing monetary amounts for sureties, determining guarantees, analyzing bids, presenting recommendation reports to the board of directors, and providing necessary documentation for informed decision-making.
  • Leading tender evaluation committees and ensuring transparency in the bid evaluation system by controlling compliance with procurement and disposal processes.
  • Issuing orders up to the defined legislative amount.
  • Performing all related tasks.

Qualifications

  • Bachelor's degree in Business Administration with a focus on Operations Management or Supply Chain Management.
  • A minimum of 3 years of relevant experience in the procurement of goods and services.
  • Any combination of education and experience will be considered.

Position Specifics

Key Knowledge and Skills:

  • Proficiency in Microsoft Office suite (Excel, Word, PowerPoint).
  • Understanding of procurement processes in the public sector.
  • Familiarity with SAP (an asset).
  • Experience with Edilex software will be considered an asset.
  • Knowledge of procurement regulations in the public sector will be considered an asset.
  • Contract management knowledge will be considered an asset.
