Job Summary

The Manager, Operations will support operational services relating to research, analysis, report writing, special projects, issue management, and planning and policy development within the Border Operations & Maintenance (BO&M) Department. This role will be responsible for performing special studies and investigations, collecting and analyzing sensitive data, and formulating recommendations for strategic planning.

Key Responsibilities
  • Conduct research and analysis to inform operational decisions and policy development.
  • Develop and implement special studies and investigations to address operational issues.
  • Collect and analyze sensitive data to inform strategic planning and decision-making.
  • Formulate recommendations for operational improvements and policy development.
  • Coordinate large-scale reports and represent the office of the Chief Operations Officer on internal and external committees.
  • Support and track the progress of Operations Department administrative tasks and initiatives.
Requirements
  • University degree in Law, Public Policy, Public Affairs, or a related field.
  • 7 years of experience in complex analysis and technical writing.
  • Experience researching, analyzing, and interpreting legislation, policy, and data related to capital delivery and border crossings.
  • Working knowledge of Facilities Management, OMR, Border Operations, and/or Tolling Operations.
  • 5 years minimum of project management experience in a Federal government or P3 environment.
  • Experience managing relationships with senior-level management and external stakeholders.
