Key Responsibilities

  • Ensure continuous operational performance of the City's technology systems.
  • Administer and maintain the operational infrastructure and technology systems, including asset lifecycle management.
  • Oversee Microsoft 365, ERP, and active directory management.
  • Manage network servers and switches, providing recommendations for enhancements.
  • Safeguard the security and integrity of the City's data and information systems.
  • Handle vendor relationships, contracts, and procurement of IT equipment and services.
  • Prepare and oversee financial budgets (operating and capital) while ensuring cost-effectiveness in overall IT operations.
  • Supervise access control and video surveillance systems.
  • Monitor server/network health, logs, verify backups, and review monitoring tools, resources, and applications.
  • Develop, implement, and lead IT capital projects, collaborating on other capital initiatives requiring IT involvement.
  • Establish and maintain IT policies aligned with the City's infrastructure and industry best practices.
  • Generate performance reports for management, external audits, and council meetings.
  • Formulate and maintain disaster recovery plans and procedures.
  • Implement cybersecurity strategies to ensure the security of all systems and services.
  • Act as a Level 3 escalation point for IT service desk inquiries.
  • Manage IT personnel through oversight, recruitment, and training.
  • Create and maintain comprehensive IT documentation.

Skills, Knowledge, and Expertise

  • Extensive knowledge of computer systems, firewalls, active directory, security best practices, network and systems administration, local and cloud storage systems, and telecommunications.
  • Proven experience in project management and leading IT infrastructure projects (minimum 2 years).
  • Familiarity with networking fundamentals, server room rack layout and cabling, and Hyper-V and virtualization solutions.
  • Experience with VoIP technologies (Teams telephony) and mobile devices.
  • Demonstrated experience in managing a small team (minimum 5 years).
  • Strong leadership, communication, analytical, and problem-solving abilities.
  • Bachelor's degree in information technology, Computer Science, or equivalent, along with 5 years of IT experience in a management role.
  • Bilingual proficiency in French and English.
