About the Role:

This role is responsible for the effective leadership, oversight, and optimal care of both personnel and animals within the designated Animal Services facility. The position includes administrative and financial oversight, fostering relationships with internal and external partners, and promoting the strategic goals of the BC SPCA at a local level. Compliance with all BC SPCA policies in service delivery is essential.

Key Responsibilities:

Animal Care and Management Duties:

Ensure the highest standards of animal welfare are maintained as outlined by the ShelterSense programs and relevant BC SPCA policies. Monitor and report on the successful implementation of standard operating procedures and related programs within the facility, addressing any challenges promptly. Facilitate the timely and appropriate transfer of animals to veterinary services, other locations, or foster care in collaboration with designated staff and volunteers. Serve as the primary contact for animal intake related to cruelty investigations, including large-scale cases. Make informed decisions regarding euthanasia in line with BC SPCA policy, incorporating input from team members and senior management as necessary. Build and maintain relationships with local veterinary clinics to ensure proper animal care. Oversee the local foster program, ensuring its successful operation.

People Management Duties:

Manage the recruitment, onboarding, performance evaluation, and potential termination of Animal Services staff; provide mentorship and ensure goals are achieved. Designate a staff member as the local Volunteer Coordinator for the facility. Schedule staff and volunteers in accordance with BC SPCA requirements and budgetary constraints to support animal care and operational needs. Champion health, safety, and wellness within the facility, ensuring compliance with legal and BC SPCA health and safety standards. Recognize and celebrate achievements of both staff and volunteers. Conduct regular meetings with staff and volunteers to disseminate information and encourage dialogue. Act as an advocate for new initiatives, policies, and procedures, employing effective change management strategies to ensure successful local implementation. Cultivate relationships with key stakeholders to enhance trust and collaboration. In unionized environments, ensure adherence to collective agreements and assist in grievance resolution and collective bargaining preparations as needed. Submit payroll information to Human Resources in a timely manner. Supervise Animal Control Officers and similar field staff, overseeing recruitment, training, performance management, and disciplinary actions. Ensure compliance with municipal contract obligations, delivering services on time and within budget. Address public complaints and concerns regarding BC SPCA enforcement of animal control bylaws.

Administrative and Financial Responsibilities:

Manage the annual budget for the facility. Foster effective relationships with customers and stakeholders. Identify community needs and provide input to senior management on addressing gaps. Participate in required fundraising activities and community engagement efforts. Provide regular statistical reports on facility performance. Ensure the facility, equipment, and supplies are maintained to BC SPCA standards and provide input for capital improvement requests. Deliver on contractual obligations related to municipal animal services as outlined in the responsibility matrix. Represent the BC SPCA professionally and may be required to engage with local media. Provide coverage for other managers during their absence as assigned.

Additional duties may be assigned as necessary.

Required Qualifications:

Post-secondary education in a relevant field combined with related experience, or an equivalent combination of education and experience acceptable to the employer. Relevant experience includes: supervision, animal welfare, non-profit sector experience, familiarity with fundraising and volunteer management, scheduling, financial management, and experience in a unionized environment (if applicable). Required experience levels are as follows: A = Minimum 5 years, with at least 3 in a supervisory role; B = Minimum of 3 years, with at least 1 in a supervisory role; C = Minimum of 1 year. Strong communication skills and a genuine ability to engage positively with a diverse range of individuals. A deep compassion for animals and a solid understanding of the Five Freedoms and related animal welfare standards. Proven ability to organize tasks, prioritize effectively, and work independently within a demanding schedule. A valid Class N or 5 BC Driver's License and a clean driving record. Proficiency in computer applications, including Windows and MS Office (PowerPoint and Excel). Alignment with the mission, vision, and strategic directions of the BC SPCA.
