Position Overview
The Chief Control Office operates within the RBC CFO Group, delivering value by supervising essential risk management initiatives, including the Operational Risk Program, Culture and Conduct Risk Program, SOX Compliance Program, and Regulatory Compliance Management (RCM) Program. This team is tasked with the design and execution of these programs, supporting the CFO Group's goals through a systematic and disciplined approach to enhance the effectiveness of risk management, controls, and governance processes impacting the CFO Group and, in the case of SOX, all of RBC. The Senior Manager for the RCM Program will assist the Senior Director in steering these efforts for the CFO Group's RCM Program.
Key Responsibilities
The Senior Manager, reporting to the Senior Director, will oversee all facets of the CFO Group's RCM Program, which encompasses both the Reliance Model and the Business and Market Conduct Risk Programs. The role requires providing expert knowledge on regulatory compliance and control issues. The incumbent will also engage in various control-related projects as needed and develop comprehensive control standards across the CFO Group, including new policy requirements, IT system enhancements, and data governance activities.
- Serve as a subject matter expert in the design and upkeep of all RCM processes, ensuring alignment with RBC RCM Standards and policies, maintaining accurate documentation, and providing compliant tools and templates for all CFO Group members.
- Identify emerging risk areas and assist in integrating these into the RCM Program as necessary.
- Provide interpretation and guidance based on Enterprise Compliance requirements and the RCM Policy and Standards to all CFO Group teams globally.
- Collaborate with Enterprise Compliance to lead the implementation of the refreshed RCM Program Target Operating Model and the adoption of CUBE technology.
- As the 2nd Line Assurance lead, design, implement, and execute quality review, monitoring, and oversight processes to ensure that CFO Group processes, controls, and documentation standards meet RBC expectations.
- Work with partners across the CFO Group, Enterprise Compliance, and other RBC Functional teams to comprehend program requirements and local jurisdictional variations, sharing best practices and identifying relevant risks and controls.
- Develop and execute an effective reporting and communication strategy that highlights risks, control issues, obstacles, trigger events, areas for improvement, and emerging trends within the CFO Group and across RBC.
