The Homelessness Prevention Administration (HPA) is dedicated to ensuring that New Yorkers maintain their housing stability. HPA collaborates with various entities, including the Department of Homeless Services (DHS) and the NYC Housing Authority (NYCHA), to provide essential support to families and individuals seeking affordable housing solutions.

The Rental Assistance Unit (RAU) plays a crucial role in preventing homelessness by offering financial assistance under specific criteria to those facing housing crises. This support typically addresses overdue rent or expenses related to securing new housing, and may also encompass mortgage and property tax arrears. Additionally, RAU can assist with other urgent costs, such as moving expenses. The primary objectives of RAU are to avert evictions and enable applicants to remain in their residences. Each request for emergency rental assistance is evaluated individually, adhering to New York State regulations and HRA policies.

Reporting to the Director of Rental Assistance Unit/Housing Court Liaison Units, the Deputy Director is tasked with overseeing the daily operations of the Housing Court Component and related initiatives.

Duties and Responsibilities:
  1. Supervise the activities of Housing Court Consultants; ensure thorough review of all court documents, policy guidelines, and operational manuals concerning homelessness to develop, implement, and manage new initiatives while coordinating responses to policy modifications mandated by the court or new regulations.
  2. Engage with landlords' attorneys, tenants, and Housing Court judges to facilitate and negotiate effective strategies to prevent evictions; oversee negotiations with landlords and legal representatives regarding the reduction of overdue rent and monthly payments, as well as establishing payment timelines.
  3. Serve as the primary representative of the agency at Housing Courts and Community Justice Centers in the absence of the Director; address inquiries from elected officials regarding specific housing assistance cases.
  4. Conduct audits of the unit's operations and assess staff performance; provide training on new directives and initiatives in line with ongoing program evaluations, interpretation, and execution of agency policies. Prepare reports on housing court activities.
  5. Represent the unit in discussions with HRA Office of Legal Affairs, the Mayor's Office, and other City, State, and Federal agencies concerning homelessness prevention strategies.
Minimum Qualifications

1. A bachelor's degree from an accredited institution, along with four years of relevant full-time experience in providing employment-related or economic support services to individuals in need, including at least eighteen months in a supervisory or managerial role; or

2. A four-year high school diploma or its equivalent, combined with eight years of full-time experience in a related field.
