Position Overview

As integral members of the military, Public Affairs Officers deliver expert communications counsel across tactical, operational, and strategic domains, serving as essential advisors to military leaders during both domestic and international missions.

These officers are proficient in all facets of external and internal communications, adept at crafting, implementing, and assessing communication strategies aimed at informing the public about the roles, activities, and contributions of the Canadian Armed Forces (CAF).

Key Responsibilities

The primary duties of a Public Affairs Officer include:

  1. Assessing and interpreting perceptions within national and international media
  2. Contributing to the formulation of policies
  3. Collecting and disseminating information both internally and externally
  4. Engaging with journalists, interest groups, and the public regarding Defence matters

Work Environment

Public Affairs Officers operate in contemporary office settings, with opportunities to work in diverse environments such as major military bases and various headquarters across Canada and internationally. They may also be deployed globally to support CAF operations during conflicts, peacekeeping missions, or humanitarian efforts.

Career Path

For those choosing a career in the Regular Force, upon successful completion of all necessary training, you will be assigned to your initial base. While there is some flexibility regarding postings, relocations may be necessary at some point in your career. Conversely, joining the Primary Reserve Force allows you to serve through a specific Reserve unit, where you will work part-time without the obligation to relocate. Typically, Reserve members commit to one night per week and some weekends, with opportunities for full-time roles.

Qualifications

Given the communication-centric nature of this role, candidates must demonstrate proficiency in one or both official languages. Those with a university degree in Communications, Public Relations, International Relations, or Journalism may be directly placed into the required on-the-job training program after basic training, contingent upon the alignment of their academic background with job criteria. Previous experience in public affairs, public relations, or journalism is advantageous. Completion of basic training and military officer qualification training is mandatory prior to assignment.

Training Requirements

After enlistment, candidates will undergo basic officer training at the Canadian Forces Leadership and Recruit School for a duration of 12 weeks. This training encompasses military fundamentals, leadership principles, CAF regulations, basic weapon handling, and first aid. Participants will also engage in practical exercises that apply military skills in scenarios involving force protection, field training, navigation, and leadership, alongside a rigorous physical fitness regimen. Basic officer training is available in both English and French, with successful completion required for further training.

Post-basic training, candidates may receive official second language training, which can last from two to nine months based on language proficiency.

All Public Affairs training is centralized at the Defence Public Affairs Learning Centre, focusing on equipping candidates with the necessary skills and knowledge to support public affairs initiatives at large bases, formations, and deployed task forces. The intensive six-month course emphasizes the development of competencies required to advise commanders on public affairs, create communication materials, manage media relations, plan public affairs strategies, coordinate media events, enhance community relations, and oversee public affairs operations.
