Job Summary:
The Director of Equipment Planning plays a crucial role in the Redevelopment Team, bringing a unique blend of organizational, operational, and clinical expertise to the planning and procurement of furniture, fixtures, and equipment for the New Windsor Essex Acute Care Hospital and across all Windsor Regional Hospital sites.
Key Responsibilities:
- Provide hospital oversight and leadership for the planning, selection, procurement, maintenance, and lifecycle of clinical and non-clinical furniture, fixtures, and equipment.
- Lead and provide owner oversight and accountability for new hospital equipment planning and major projects across the New Windsor/Essex Acute Care Hospital Project and Ouellette Site Redevelopment.
- Collaborate with the Redevelopment team, Senior Team, Users, and Consultants to issue reports and meet submittal requirements for approvals from regulatory bodies.
- Work with Hospital Biomedical staff, Project Planning Design and Compliance consultants, and Manage Equipment Service provider to coordinate corporate-wide equipment planning activities.
- Ensure equipment-planning activities incorporate the vision and design principles for the new hospital and the entire corporation, developed with consultation from staff, stakeholders, and the community.
- Oversee the planning and development of equipment-related P3 project transaction documents, including sections of the Project Agreement, Specific Output Specifications, room data sheets, equipment lists, life-cycle, and maintenance requirements.
- Provide oversight and accountability for the equipment list, cost estimates, and budget for the new hospital and any other project.
- Assist hospital users in understanding the equipment planning process, submittals, contract documents, and the potential ramifications of planning decisions on construction and architectural impact on hospital workflow and processes.
- Provide reports and a resource to the Capital Planning Advisory Committee of the Board, the Executive Committee, and administrative working Committees for the project.
- Chair the Equipment Planning Steering Sub-Committee.
- Ensure the design of the new hospital promotes best practices and a positive work/life balance for professionals and staff.
- Manage activities of external consultants under contract to facilitate progress of various activities in compliance with project timelines, parameters, and demonstrated value for money pursuant to Hospital policy.
- Consult regularly with scheduling consultants to monitor and update compliance with project schedule, including status, risks to achieving goals, plans to mitigate any issues of non-compliance, etc.
- Consult regularly with Equipment and Furniture and ICAT Consultants and Hospital Teams to interpret overarching equipment operational, clinical, and support processes, procedures, and related elements to ensure integration with the Functional Program and evolving operational plans.
- Identify and ensure resolution of project-related issues in a timely manner consistent with the project schedule and within approved project budget.
- Ensure the planning and design elements meet or exceed operational, accreditation, and legislative standards and can be operationalized efficiently and effectively.
- Develop frameworks to guide the successful implementation of projects.
- Develop and implement an asset management strategic plan and a corporate asset management system.
- Other duties as required.
Requirements:
- Demonstrated ability to conduct all duties and responsibilities in a manner consistent with WRH's commitment to promote positive customer relations when dealing with patients, families, visitors, volunteers, staff, and external agents.
- Working knowledge of public sector procurement policies and processes.
- Proficient in the Microsoft suite of office software, including expert working knowledge of Excel, PowerPoint, and Teams.
Qualifications:
- Undergraduate degree in Biomedical Engineering/Medical Devices or associated engineering field. MBA or graduate degree is an asset.
- 5 years of experience working in the Health sector.
- 5 years of experience in clinical equipment planning and procurement.
- Project management and/or equipment and furniture coordination experience in a recent hospital redevelopment project, including experience in the selection, specification, or procurement of hospital equipment and furniture and the development & monitoring of budgets and schedules.
- Experience and previous involvement working with a team in the planning of a large-scale new or renovated healthcare facility.
- Proven experience in effectively managing and leading diverse teams of project consultants and specialists.
- Demonstrated experience in dealing with technical, legal, and financial data and the ability to find positive solutions to complex issues and problems with a diverse group of public and private sector stakeholders.
- Experience in healthcare capital project planning, experience with P3 project delivery, development of Master Plans and Functional Programs, transition plans, and Post Construction Operating Plans.
- Experience and familiarity in reading specifications, equipment cut sheets, architectural, mechanical, and electrical drawings.
- French language proficiency an asset.
Other:
- Occasional travel to support research/education to better inform project deliverables.
