Position Overview:
The Senior Legal Counsel will report directly to the City Solicitor and Assistant City Solicitor. This role involves the preparation, negotiation, and review of legal documents and agreements pertinent to procurement and construction projects. Responsibilities include handling Requests for Proposals (RFPs), Requests for Quotations (RFQs), tenders, and various contractual agreements.
The incumbent will also provide legal guidance on a range of issues including construction, procurement, municipal law, corporate/commercial matters, environmental concerns, and risk management. This position is crucial for addressing legal challenges that arise during significant civic initiatives.
Key Responsibilities:
- Draft and review legal documents related to procurement and construction.
- Offer legal opinions and advice to various City departments.
- Prepare reports for Council and Committees.
- Assist administrative staff within the Legal Department.
Qualifications:
Applicants must possess a Bachelor of Laws (LLB) or Juris Doctor (JD) degree, along with a minimum of three years of experience in construction and procurement law, ideally within the municipal or public sector. An equivalent combination of education and experience will also be considered.
In-depth knowledge of relevant legislation, client management practices, and legal standards is essential. Proficiency in BCOnLine and legal research tools is required.
Effective communication skills, both verbal and written, are vital for providing clear legal advice and managing priorities efficiently.
Candidates must be in good standing with the Law Society of British Columbia and possess a valid Driver's License for the Province of British Columbia.
