Position Overview

We are seeking a skilled Proposal Management professional to join our dynamic Bids and Proposals team. This role involves overseeing the entire proposal process, from initiating kickoff meetings to managing complex pricing spreadsheets and securing necessary approvals for bid submissions. The successful candidate will work collaboratively within a team of approximately 15 professionals to develop tailored bids in response to diverse domestic and international requests for proposals (RFPs) from government entities, original equipment manufacturers (OEMs), and end users.

Key Responsibilities

  • Oversee intricate projects or processes with general guidance.
  • Gain a comprehensive understanding of L3Harris's product offerings and the Common Capture Process (CCP).
  • Analyze customer requirements for products and services, including Requests for Bid (RFB), Requests for Proposal (RFP), Requests for Information (RFI), and Requests for Quotation (RFQ).
  • Evaluate proposal requests and prepare for bid decision meetings as necessary.
  • Facilitate proposal kickoff meetings and develop proposal schedules while assigning team responsibilities.
  • Plan and schedule proposals, delegating tasks to the proposal team as needed.
  • Lead meetings to discuss project status and address any issues related to ongoing opportunities.
  • Coordinate the collection of cost, scheduling, and performance data from various functional departments.
  • Utilize advanced Excel spreadsheets for capturing costing, pricing, and Basis of Estimates (BOE).
  • Manage custom proposal requirements, including Statements of Work (SOW), specifications, and compliance matrices.
  • Conduct informal reviews of bid documents prior to submission.
  • Generate clear and persuasive proposal text to complement team contributions.
  • Ensure timely responses from the proposal team and obtain necessary approvals following L3Harris's approval process.
  • Complete proposals and prepare responses for timely submission.
  • Provide support during post-proposal Q&A and negotiations.
  • Conclude the proposal process by documenting awarded information.
  • Identify opportunities for improvement within the proposal processes and assist in implementing changes.
  • Coordinate with Sales Finance and Contracts teams to ensure accurate and prompt responses to customer inquiries.
  • Work towards achieving individual and departmental strategic objectives.

Required Skills and Qualifications

  • Proficient in MS Excel, MS Word, and MS PowerPoint.
  • Experience with CRM tools is an advantage.
  • Strong organizational and technical skills.
  • Exceptional writing abilities for crafting compelling proposal content.
  • Excellent verbal communication skills for leading bid management meetings.
  • Meticulous attention to detail.
  • Ability to prioritize tasks effectively.
  • Collaborative team player with the capacity to multitask under pressure.
  • Willingness to work extended hours to meet proposal deadlines.
  • Strong communication and leadership skills to facilitate meetings with key stakeholders across various functions.

Education and Experience

  • A Bachelor's Degree with a minimum of 2 years of relevant experience.
  • A Graduate Degree or equivalent with 0 to 2 years of related experience.
  • Alternatively, a minimum of 6 years of related experience in lieu of a degree.
  • Experience in complex aerospace product sales or sales support is beneficial.
  • Participation in the Association for Proposal Management Professionals (APMP) at the Practitioner level is a plus.
  • Familiarity with the Shipley Business Development Lifecycle is advantageous.
