PTUS Sammon Construction Manager

Job Summary:
The PTUS Sammon Construction Manager is responsible for overseeing the construction planning and construction of the Sammon cut and cover tunnel and stations by the Pape Tunnel and Underground Stations (PTUS) contractor via the PTUS progressive design and build contract.
The PTUS contract is for the design and construction of 3km of the OL between the Gerrard portal and the Minton Place portal. The PTUS contract comprises a 3km twin bore TBM tunnel and deep underground stations at Pape and Cosburn. The Pape station forms an interchange with the existing subway network. The PTUS contract interfaces with multiple OL construction contracts including Advanced Works, Pape SOE and adjoining main works contracts and the Rolling Stock, Systems, Operations and Maintenance (RSSOM) P3 contract.
The PTUS contract runs through an area with multiple stakeholders including the Toronto Transit Commission (TTC) which operates the existing Pape Station and the section of the OL is located in a largely residential suburb of Toronto.
The PTUS Sammon Construction Manager reports to the PTUS Delivery Manager who is the DP's lead on the PTUS contract. The PTUS Sammon Construction Manager will have a team of one or two field specialists once construction commences.
Major Responsibilities:
1. Health, safety, environment, quality, schedule and cost performance for the PTUS Tunnel.
2. Safeguarding that the contractor delivers the PTUS Tunnel in accordance with the contract.
3. Reporting progress and escalating issues to the PTUS Delivery Manager.
4. Zippering with contractor equivalent.
5. Reviewing contractor deliverables for PTUS Tunnel. Provide feedback regarding conformance with contract requirements and otherwise improvements that would benefit the project.
6. Participating in planning, reviewing documents and oversight of site activities for the PTUS Tunnel. Highlighting non-conformances, risks and emerging issues.
7. Recommending actions to address non-conformances / improve the outcome of the PTUS Tunnel.
8. Maintaining a "look-ahead" view and reporting forecasts, risks and issues.
9. Providing underground excavation subject matter expertise to the PTUS team.
10. Providing input to DP progress report for PTUS Tunnels.
Education and Experience Requirements:
Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.
Required Knowledge and Skills:
1. Previously held project or construction management position(s) with responsibility for delivering infrastructure of similar scope, size and complexity to the PTUS Tunnel on a metro project.
2. Experience of working on infrastructure mega-projects for either a contractor or project management team (representing the client), experience of rail projects in urban areas is desirable.
3. Experience or working knowledge of multiple project delivery functions (e.g. engineering, contracts & procurement, construction, testing & commissioning, project controls, environment, safety & health, quality).
4. Experience of delivering an underground station or similar scope elements as part of multi-discipline teams working on complex mega-projects.
5. Strong leadership, relationship building and communication skills (verbal and written).
6. Fluent in using Microsoft Word, Excel and PowerPoint.
7. Demonstrated commitment to Environment, Safety and Health (ES&H).
8. Demonstrated commitment to Zero Accident safety programs.
