As a Senior Investigator with the Health Investigations Unit (HIU), you will investigate complaints or offences of the Criminal Code of Canada and violations of the Statutes of the Province of Alberta. In addition to directly handling critical investigations, you will have an active role in complex investigations involving teams of investigators and partner representatives.

Within a major case management model, the Senior Investigator prioritizes, coordinates, and conducts investigations, ensuring all related activities—including court, preparing information for judicial orders, and disclosure—are performed in accordance with established legislation, policies and procedures, business rules and initiatives. Effective time-management, working within deadlines and the ability to adapt to changing or unforeseen circumstances during an investigation are required. As the successful incumbent, you will work well within teams, follow directions, and have respectful interactions within the workplace.

The successful candidate must have a demonstrated ability to assess and organize large complex volumes of information and appropriately develop and implement investigational strategies based upon the information. You will serve as a technical resource for a range of investigative issues and techniques, including providing mentoring and training to other HIU staff members. You will also provide input to the development and continual enhancement of policies, systems and procedures for the HIU in support of Service Alberta and Alberta Health. As a senior resource and liaison for both internal and external agencies—including law enforcement agencies, regulatory and oversight bodies—you will be relied upon to promote awareness of HIU programs and stakeholders.

Qualifications

- University Degree in a related field such as law, law enforcement, police security, criminal justice, criminology, or a related field PLUS a minimum 4 years related experience in case management and investigation.

- A valid driver’s license.

- Eligibility for Peace Officer designation is required. You will be required to obtain Peace Officer status either through previous experience credit, or successful completion of the Government of Alberta Peace Officer Training Program.

The following equivalencies may be considered:

- Certificate plus 7 years’ related experience.

- 8 years of related experience in lieu of formal education.

Assets

- Experience working with the Criminal Code policies and procedures pertaining to investigation of violations of the Criminal Code of Canada, the Statutes of the Province of Alberta, and other related policies.

- Experience with investigative techniques, including interviewing and interrogation skills, statement analysis and evidence gathering and handling techniques.

- Experience in giving evidence in judicial procedures.

- Experience with various forms of enforcement actions—including formal criminal charges, judicial orders including search warrants and production orders.

- Experience writing reports, briefings, and/or delivering training presentations.

- Two full time temporary (up to 2 year) positions are available in either Edmonton or Calgary.

- Hours of work are Monday to Friday, 7.25 hours per day / 36.25 hours per week.

- Successful candidates will be required to undergo security screening.

- Candidates will be expected to disclose any formal discipline including any unresolved disciplinary matters. This includes, but is not limited to, allegations of abuse, bullying or harassment.

- Valid driver’s license is required.

- Health Investigations Unit has province‑wide jurisdiction and travel throughout the province will be required (less than 25% travel).
