Project Coordinator, Capital Initiatives

The Planning, Policy & Stakeholder Engagement team within the Growth & Strategy department supports TPA in pricing and revenue management, real estate activities & capital initiatives, policy development and stakeholder engagement & communications.
As part of delivering on TPA's Capital Plan, the team helps to unlock capital project delivery with approval and coordination support for real estate and construction related activities, including repairs, modernization and opening of new Green P parking facilities.
Reporting to the Associate Director, Policy Development & Stakeholder Engagement, and working closely with the TPA's Parking Infrastructure and Asset Management team, this role is responsible for coordinating various real estate matters, including commercial agreements (licenses, MOUs, etc.) and securing approvals, undertaking stakeholder coordination and preparing various documents, communications, and reports.
MAJOR RESPONSIBILITIES:
Stakeholder & Partnership Engagement
- Drafts commercial agreements with stakeholders and third parties with legal support, to enable the delivery of capital projects.
- In partnership with operational staff, supports the delivery of capital projects by acting as the point person for engaging stakeholders, as assigned.
- Represents the TPA as necessary for securing the required approvals for the delivery of assigned capital projects.
- Obtains input and requirements from other TPA departments, external vendors and City divisions for the delivery of assigned capital projects.
- Plans and conducts outreach, engagement and communication with relevant parties (including local stakeholders) to inform of capital projects.
- Monitors the delivery of capital projects through regular meetings, collaboration and coordination with the Parking Infrastructure and Asset Management team, ensuring compliance with agreement documents and approvals.
- Maintains working relationships with other City divisions to ensure effective partnerships within the City of Toronto.
Capital Oversight
- Participates in the public tender process for consultants, contractors and other external resources for assigned capital projects.
- Participates in reviews and interpretations of agreements to ensure compliance.
- Maintains an awareness of other capital projects occurring in the City and ensures that there are no capital coordination conflicts.
- Conducts field work and site visits to monitor projects, as required.
Financial Analysis & Reporting
- Prepares and evaluates financial pro formas to advance TPA capital activities.
- Prepares project costs estimates and participates in the preparation of the annual budget.
- Assists in the analysis of forecasts for revenues and utilization at TPA facilities.
- Ensures that TPA databases are complete and up to date.
- Monitors and evaluates performance on various metrics, including reporting of benchmarks and KPIs.
- Performs other duties as assigned, in accordance with department objectives.
QUALIFICATIONS, EDUCATION & EXPERIENCE:
- Post-Secondary education in a related discipline including Urban Planning, Environmental Studies, Architectural or Engineering Sciences or equivalent combination of education and experience.
- Minimum of 3 years of related experience in supporting capital projects, including facilitating planning approvals, undertaking contract administration, or related experience.
- Strong public relations, stakeholder management and presentation skills and able to effectively deal with other staff, developers, agencies and the public.
- Experience interpreting legal agreements, including real estate transactions and construction contracts.
- Experience reading and interpreting plans of survey and architectural drawings.
- Ability to interpret land-use zoning by-laws, regulations and policies to apply to TPA operations.
- Knowledge of financial pro forma preparation as it applies to capital investment decisions.
- Willingness to complete training in areas such as computer applications, financial analysis, statistical analysis, and traffic/transportation planning as they relate to the job.

- Excellent communication, presentation, collaboration and influencing skills across internal and external stakeholder relationships. Ability to be persuasive, motivational, and persistent as needed.
