A large and complex organization, eHealth is comprised of 30+ clinical and non-clinical program (service) areas that all work together to support health care providers and teams across the province in delivering the best possible care to patients, providers, citizens, and health system users. Programs range from primary care to acute care, and include laboratories, pharmaceuticals, and diagnostics. Additional programs that also support patient care and information include Virtual Care, the MySaskHealthRecord, and the Provincial Electronic Health Record. eHealth is also responsible for the administration of various pieces of legislation to manage the registration of/changes to all vital event records (e.g. birth, marriage, death, etc.), registration of legal name changes, registration of adoptions, and for maintaining the provincial health registry for health services eligibility and distribution of health services cards.
The eHealth teams engage directly with health system partners and other stakeholders both provincially and federally to ensure all services are delivered efficiently and effectively.
About the Role:
Reporting to the Manager of Primary Health Care Services, eHealth Saskatchewan is looking for a confident, motivated, and results oriented individual with strong analytical, problem solving, and interpersonal skills for the position of Senior Business Analyst.
This role will be overseeing the Chronic Disease Management Program within the Primary Health Care team. This program focuses on the continuous improvement of care for people living with chronic conditions in Saskatchewan. In this challenging and exciting position, the Senior Business Analyst acts as a change agent that provides a lead role in business improvement activities to ensure client expectations, requirements, and government priorities are met.
Typical Daily Duties:
1. Provide guidance to the development team on the specific business requirements and processes requested in the solution.
2. Discuss impacts with project stakeholders to quickly resolve any conflicts between the proposed solution and the enterprise architecture.
3. Lead and manage changes to business processes and computer applications.
4. Conduct feasibility studies and develop business cases that review existing services or processes, determine future business needs or opportunities and recommend strategies that satisfy client needs and objectives.
5. Assist clients in gathering business requirements and preparing requirements documents.
6. Monitor current, new, and emerging services.
7. Evaluate industry trends and analyze similar service offerings in other jurisdictions to identify opportunities and develop strategies for continued business/service improvements.
8. Write a variety of detailed, accurate and clear technical material such as user and systems requirements.
9. Incorporate new technology and create new solutions within a constantly changing technological and business environment.
10. Quickly gain understanding of key business processes and respond to changes within the business environment.
What are we looking for?
The knowledge and skills required for this position would be attained through the completion of a Degree / Diploma in Computer Science or related area of study; and/or applicants with an IIBA Certified Business Analyst Professional (CBAP) Certification supplemented with experience. In addition to educational requirements, you will have a minimum of 5 years working experience as a Business Analyst or similar role within an integrated support environment. Completion of a recognized project management certificate or designation would be considered an asset as well as working within an integrated IT/Health support environment. A combination of education and experience may be considered.
Knowledge of business needs analysis/business process improvement methodologies, tools and processes and an understanding of project management methodologies and processes will significantly contribute to one's success in this position. Additional skills include:
1. Strategic and project planning techniques and methodologies.
2. Database analysis.
3. Requirements analysis and solution design techniques.
4. Computer software testing methodologies.
5. Group facilitation skills.
6. Excellent documentation skills to produce proposals, charters, business requirements, test plans and schedules.
