About the Role:
Reporting to the Manager, Continuing Care and Mental Health Services, eHealth Saskatchewan is looking for a confident, motivated, technically savvy, and results-oriented individual with strong analytical, problem-solving, and interpersonal skills for the position of Senior Business Analyst.

The Continuing Care and Mental Health Services team focuses on the continuous improvement of the technology and related processes that support Long Term Care, Home Care, and Mental Health and Addictions services in the province. The Senior Business Analyst acts as a change agent that provides a lead role in business improvement activities to ensure client expectations, requirements, and government priorities are met. With patients and the public at the forefront, you will be responsible for providing collaboration and consulting services to interdepartmental teams as well as working with internal and external health system stakeholders to ensure the services provided align with business requirements. You will be expected to facilitate the development of plans, roadmaps, and business cases, chair working groups, and oversee, lead and report on the progress of multiple projects and initiatives within the Continuing Care and Mental Health space.

The Senior Business Analyst is technically sound, with a broad base of knowledge, experience, and the ability to relate technical issues to the underlying needs of the business. The role will involve being able to grasp the implications of technical details rapidly and understand their inter-relationships and the impact on the environment into which the solution will be deployed. You will work in an environment of interconnected systems, and understanding the up and downstream implications of your work will be of utmost importance.

Typical Daily Duties:

1. Develop test plans and coordinate user acceptance testing in support of project initiatives and ongoing change and release management.
2. Lead and manage changes to business processes and IT solutions.
3. Gather and document business processes, requirements, and specifications.
4. Prioritize issues and manage your area's workload.
5. Provide mentorship and guidance to non-senior members on the team.
6. Collaborate with health partners to gather reporting business requirements and coordinate the delivery of those report requests with technical resources.
7. Liaise with technology teams, end users, super users, stakeholders, and vendors.
8. Provide support and expertise for technology solutions and incident management.
9. Lead and participate in projects as needed to ensure that changes are planned for, well communicated, and smoothly transitioned into operations.
10. Lead and participate in multiple working groups to support strategic priorities and continuous improvement of Continuing Care and Mental Health Services.
11. Identify opportunities where business processes can be enhanced through the implementation of technology or by other techniques.
12. Quickly gain understanding of key business processes and respond to changes within the business environment.

What we are looking for:
The knowledge and skills required for this position would be attained through the completion of a post-secondary Degree or Diploma in Computer Science or a related area of study. Applicants with an IIBA Certified Business Analyst Professional (CBAP) Certification, supplemented with experience, may also be considered. In addition to the educational requirements, you will have a minimum of 5 years working experience as a Business Analyst or similar role within an integrated support environment.

You must be capable of building strong relationships, having a strong customer focus, a knack for solving IT problems, and making connections (knowing who else to involve and when). To make that happen, you will be assisting in gathering, understanding and documenting business processes, the requirements and specifications needed to implement or adapt IT solutions to enable the business to achieve its goals. You will demonstrate exceptional written and verbal communication skills and thrive in a dynamic, technology-driven environment. To qualify for this position you will bring:

1. Five or more years of multifaceted experience as a Business Systems Analyst in related Information Technology / Information Systems environments, as well as experience with the following:
2. Requirements analysis and solution design techniques;
3. Ability to monitor processes, identify gaps, and document and implement process improvements;
4. Excellent documentation skills to produce proposals, charters, process flow diagrams, business requirements, test plans, and schedules;
5. A proven track record of group facilitation;
6. Solve problems by extracting, recalling, synthesizing, conceptualizing, and applying ideas, processes, and information;
7. Communicate effectively, both written and verbal, with customers and team members;
8. A proven track record to quickly and adeptly acquire knowledge of information technology architectures including: integration and application software;
9. Work independently and lead a team to meet the needs of clients and co-workers and to build productive, positive work relationships;
10. Quickly gain understanding of key business processes and respond to changes within the business environment;
11. Provide excellent customer service through strong interpersonal skills;
12. Computer software testing methodologies;
13. Knowledge of IT Service Management and Change Management concepts;
14. A certification in project management methodologies will be considered an asset.

The eHealth teams engage directly with health system partners and other stakeholders both provincially and federally to ensure all services are delivered efficiently and effectively.
