As a Coordinator, you'll be at the heart of the City's emergency management program - helping to prevent, mitigate, prepare for, respond to, and recover from incidents.

Job Summary

The successful candidate will use innovative approaches to solve problems and lead multi-stakeholder projects in any of the following Emergency Management portfolio areas:

- Emergency readiness for major planned special events, including FIFA World Cup 2026
- Hazard identification and risk assessments
- Critical infrastructure identification and assurance
- Emergency operations center readiness
- Operational response coordination
- Business continuity management
- Emergency risk communications, public education, and community outreach/engagement
- Plan development, exercises, and training
- Nuclear Emergency Planning
- After-action reviews, corrective action processes and strategic planning

Major Responsibilities

- Develops, maintains, implements and reviews policies, guidelines, procedures, standards and plans to effectively:

- Support the City's prevention of, mitigation against, preparedness for, response to and recovery from a range of hazards.

- Identify specific hazards and critical infrastructure upon which the City's risk-based prevention, mitigation and preparedness activities, strategies, and initiatives are managed and developed.

- Support emergency readiness of major planned events across the city to ensure the safety of participants and attendees.

- Coordinate and manage response efforts among various agencies and stakeholders during emergencies to ensure a cohesive and efficient response.

- Coordinate essential continuity of business functions and City operations during and after emergencies (Business Continuity Management).

- Communicate risks, provide public education, and engage with communities to enhance preparedness and resilience.

- Provide support and services to affected individuals and communities during emergencies, including sheltering, food, and medical assistance (Emergency Social Services).

- Leads and/or supports project steering committees and interdepartmental teams, chairs meetings and promotes discussion of complex topics and acts as the City's representative on inter-agency emergency management initiatives.
- Develops business cases, requests for proposal, project charters, work plans, briefings, council reports and other standard documents to support assigned projects and conducts jurisdictional research, as required.
- Coordinates the core operational functions of the Emergency Operations Centre (EOC) and alternate EOC including logistics, planning, administration, and operations.
- Supports TEM's 24/7 emergency response capacity through shared participation in on-call schedule, as required.
- Supports and occasionally leads the City's response to emergencies by attending the Emergency Operations Centre or deployed to an emergency site in the field.
- Develops, conducts, and evaluates exercises and training for staff from City divisions, agencies, and commissions; other municipalities and the provincial and federal governments; private sector groups; non-governmental organizations and volunteer agencies.
- Develops and conducts after action reviews and corrective action processes to identify best practices and lessons learned.
- Provides advice and updates to management, using innovative, effective methods to present information.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

What do you bring to the role?

- Post-secondary education in a related field (e.g., Disaster / Emergency Management, Public Administration, Public Health, Environmental Science, Geography / GIS, event management) or the equivalent combination of education and/or relevant experience.
- Extensive experience in coordinating and/or supporting complex and large scale emergency management planning, emergency response, special events, business continuity, emergency social services, public safety, risk management or other related fields.
- Extensive experience acting as a project leader developing and overseeing large, complex projects.
- Proficiency with software applications including MS Office Suite (Microsoft Word, Excel, PowerPoint, Visio, SharePoint, etc.), Microsoft Teams, Adobe Acrobat.
- Strong oral and written communication skills, including the ability to prepare and deliver presentations and write plans, procedures, reports, and briefing materials.
- Excellent analytical and critical thinking skills to provide recommendations and advice to senior management.
- Excellent organizational skills and attention to detail, with the ability to work in a high-volume, high-stress and politically sensitive unit.
- Exceptional interpersonal and negotiation skills with the ability to establish positive working relationships and communicate effectively with a broad range of stakeholders.
- Knowledge of the roles and responsibilities of key stakeholders in the City's emergency management program.
- Knowledge of the current issues and trends in the field of emergency management.
- Ability to travel to the Emergency Operations Centre, or an emergency site at any time of the day or night.
