Duties
TC’s Emergency Management Branch monitors and prepares for threats to Canada's transportation system. Collaborating with TC groups, other departments, and industry, they ensure readiness for emergencies. Recognizing transportation as critical infrastructure, they develop and deliver emergency management programs, activities, and plans, and provide operational responses using the four Emergency Management pillars in the Emergency Management Act.
The Emergency Management Operations Branch has various positions across three streams, each with different responsibilities:
- (1) Analyst & Compliance Officer—Passenger Protect Program Operations Centre
- Conduct research, analyze complex information and prepare reports to make recommendations.
- Ensure compliance from air carriers with regulatory requirements and obligations related to various Aviation Security programs.
- Research and consult with clients/stakeholders to identify issues.
- Assist in the development of strategies and options regarding Aviation Security.
- Coordinate and participate in working groups.
- Develop reports, presentations, or briefing notes from data received from air carriers to provide recommendations to stakeholders and Management.
- Draft multiple correspondences, e.g., respond to enquiries from the public and ministerial correspondence.
- (2) Intelligence Analyst, Operational Support—Transport Canada Situation Centre
- Monitor emergent situations and possible threats to the national transportation system.
- Liaise with external stakeholders and various Modes within Transport Canada to fulfil regulatory obligations in response to safety and security events.
- During emergency situations, play a key role in ensuring information flow within the Department and with external stakeholders.
- (3) Contingency Operations Officer—Aviation Operations
- Conduct research, analyze and document risks related to certification, airspace, and ongoing surveillance of the National Civil Aviation Transportation System (NCATS).
- Plan, coordinate, analyze and report on surveillance activities of the NCATS and identify contraventions of the Canadian Aviation Regulations (CARs).
- Conduct and facilitate risk assessments to support decision making and contingency planning.
- Develop and coordinate the implementation of risk management solutions and procedures.
- Exercise Ministerial delegation of authority regarding approvals/denials of foreign overflight requests or airspace restrictions; respond to immediate aviation safety and/or security threats.
- Participate in working groups related to Emergency Management, airborne incident response, and Civil Aviation safety policy or contingency plan development.
- Ensure 24/7 aviation incident reporting system availability; provide training and guidance for after-hours duty officers and conduct quality assurance on reports and recordkeeping.
Work environment
Hybrid model with 24/7/365 shift work requiring physical presence at 330 Sparks Street. Some positions may include remote work for special projects across Modes (Aviation, Rail, Marine) and other internal partners.

Essential qualifications
Education
A secondary school diploma or an acceptable combination of education, training and/or experience. An acceptable combination includes two (2) years of high school with two (2) years of relevant experience and/or training.
Experience
EX1: Experience in conducting research, analyzing complex information and preparing reports or recommendations regarding regulations or procedures to stakeholders or decision-makers.
EX2: Experience in collaborative work, such as participating in meetings or working groups or interdisciplinary teams.
EX3: Experience in fast-paced/high-stress environments or in an Operations Centre.
EX4: Experience building and maintaining relationships with internal or external stakeholders, responding to questions, and providing consultation and guidance.

Language & Competencies
LANGUAGE REQUIREMENTS: Bilingual - Imperative (BBB/BBB) and (CBC/CBC)
COMPETENCIES: C1 Initiative; C2 Reliability; C3 Judgment; C4 Teamwork.
ABILITIES: A1 Oral communication; A2 Written communication; A3 Analyze and synthesize a report.
Assets qualifications (optional)
EDUCATION: Graduation with a degree from a recognized post-secondary institution.
EXPERIENCE: AEX1 to AEX7 as listed in the original description (emergency preparedness, media monitoring, training exercises, aviation/marine/rail environment experience, etc.).
OTHER INFORMATION
Preference will be given to veterans and then to Canadian citizens. In Nunavut, Nunavut Inuit may have preference. Operational requirements include willingness to work overtime on short notice and, in emergencies, to relocate and walk 14 flights of stairs.
Conditions of employment
1. Be a Canadian citizen. 2. Hold or be able to obtain a valid Secret security clearance. 3. Must be able to work on rotational shifts in a 24/7 operation center.
