The office of Senate Counsel, Research and Fiscal Analysis (SCRFA) is accepting applications for a Fiscal Analyst assigned to the Higher Education Committee and Labor Committee. The anticipated start date for this position is in December 2024.
SCRFA is a nonpartisan office that serves all members of the Senate. In this nonpartisan position, the successful candidate will be expected to remain free from political party affiliation, bias, or designation for the duration of the appointment. The credibility and reputation of this office depend on maintaining its nonpartisan status. Open to all qualified job seekers.

Responsibilities
Position Summary
- The Fiscal Analyst assists the Senate with the development and analysis of budget decisions.
- The Fiscal Analyst will work independently and in a team to support the work of a budget committee.
- This position is responsible for research, development, and analysis of objective fiscal, budgetary, and programmatic information to support committee, member, and budget decisions.
- The incumbent works in coordination with the Principal Fiscal Analyst.
- The Fiscal Analyst will be assigned to the Higher Education Committee and the Labor Committee. Each committee team will be comprised of the Fiscal Analyst and a counsel who will work closely together.
- During the legislative session (typically January-early June), this position will be expected to work longer hours and possibly weekends but will have the ability to earn additional paid time off.
- Experience with quantitative and analytic skills, including experience analyzing budgets or other financial information, data modeling, presentations.
- Extensive experience in spreadsheet preparation (i.e. Microsoft Excel).
- Experience in policy analysis in a private or public setting.
- Ability to work in a nonpartisan capacity, supporting all members and staff regardless of party affiliation or position.
- One of the following:
- A master's degree in public policy, economics, data science, or a related field, OR
- A bachelor's degree in public policy, economics, data science, or a related field plus five years of relevant professional work experience in the field.

Skills To Possess or Develop
The Fiscal Analyst will need to possess or develop a variety of skills to successfully perform the role of the position. SCRFA will assist the Analyst to enhance and develop the following skills:
- Present information to a variety of individuals clearly and concisely, both orally and in writing, and accommodate new accessibility requirements.
- Establish and maintain effective working relationships with legislators, partisan and nonpartisan legislative staff, state agency staff, and others.
- Maintain composure and work cooperatively under the pressure of tight deadlines and long hours during the legislative session.
- Develop a deeper knowledge of the legislative process.
- Read, understand, and draft legislation.
This position is full-time and eligible for a variety of state benefits and insurance. These benefits include insurance (medical, dental, vision, life, and others), paid sick and vacation leave, paid parental leave, eleven paid holidays, and two floating holidays. SCRFA also offers training and professional development opportunities.
Salary: The starting salary range is $74,082 – $128,203 with salary level within this range commensurate with experience. Future salary movements may occur based on Senate policy, tenure, and work performance.
Telework: This position works on-site in the Minnesota Senate Building and Minnesota Capitol during the legislative session. When the legislature is not in session, flexible hybrid options may be available.
Days of Work/Hours: Monday-Friday/8am-5pm. This position requires long and irregular hours and the ability to meet tight deadlines during the legislative session (typically January through May), including evening and weekend work. Additional paid time off will be available.
