Position overview

Reporting to the Manager, Security Operations, Contract Services Representative (Aviation Security) is responsible for the execution, oversight, and day‑to‑day management of the Security Services contract. The successful candidate ensures contract performance, supports operational effectiveness, and upholds YVR’s safety and security standards through consistent coordination with internal teams and contracted partners.

Key responsibilities

- Overseeing the day-to-day operation of the Security Service contract; this includes providing leadership and guidance on contractual terms and conditions, service delivery expectations, and the change order process
- Contribute to the contractor selection and procurement process, including development and evaluation of contract specifications, Key Performance Indicators (KPIs), onboarding new service providers, and management of contract amendments and extra services requests
- Position plays a significant role in ensuring the contract is delivered within approved budgets, while maintaining safe, professional, innovative, prompt, effective and consistently high levels of service, as stipulated in their agreements with YVRAA
- Monitor and evaluate service contract performance through assurance audits, inspections, and performance reporting to ensure compliance with contractual obligations, regulatory standards, and quality assurance programs
- Managing various operational and capital budgets on a regular basis, which includes invoice validation and approval, financial tracking, forecasting, and ensuring projects are delivered on-time and on-budget
- Working collaboratively with the contractor, internal YVR departments, and external stakeholders to ensure compliance with regulatory requirements; this includes looking for innovative ways to enhance the quality of service and efficiency
- Providing input on capital projects and operational plans as it relates to the delivery of a high level of security to our internal and external customers
- Any other duties as assigned to maintain service continuity with YVRAA

Key qualifications

- Completion of a two-year post-secondary certificate or diploma, complemented by at least two years’ experience in contract management, project management and service implementation and at least five years’ experience in customer service management including developing and delivering communications materials; or an equivalent combination of training and experience
- Proven experience in a complex, operational environment, with a clear understanding of legislative compliance, solid understanding of airport operations in the areas of passenger processing, terminal operations, aviation security and public safety is preferred
- Demonstrated leadership skills with the ability to provide direction to contract suppliers as well as teams of Airport Authority staff
- Demonstrated knowledge of contract services; contracting principles, processes and practices; and budgeting and forecasting
- Excellent interpersonal, relationship management, negotiation and conflict resolution skills
- Exceptional communication skills (both oral and written), including professional writing experience, in order to develop and deliver communications to internal and external customers or partners through various means (e.g., social media, bulletins, weekly meetings, website, proposals, operational plans, etc.)
- Ability to manage time, stay organized and work independently and within a team in a fast-paced and dynamic environment
- Effective problem solving, and decision-making skills; ability to take control of situations and exercise sound judgment in formulating quick decisions
- Exceptional organizational and project management skills with an attention to detail
- Proven ability to plan and execute tactical plans
- Ability to multitask and have the flexibility to support multiple teams and business partners
- Proficiency with MS Office Suite with proven skills in MS Word and Excel

This position is open to both Vancouver Airport Authority employees and external applicants. Previous job performance will be taken into consideration for all internal candidates that apply for this position.

Salary Range: $75,766 to $99,027 per annum, based on 37.5-hour work week. This is individually tailored to reflect your unique experience, qualifications and internal equity.
