Job Summary

The Program Manager oversees the administration, management, operations, coordination, and delivery of all consumer services for the Social Medicine Housing Solution program across all locations, ensuring compliance with LOFT policies and government regulatory agencies. The role includes staff supervision, training, client and community advocacy, financial management, and operational leadership.

What You Will Do

1. Program Management and Operation

- Plan, develop, and implement program content, scope, and deliverables, incorporating agency ideals, policies, and funder expectations.

- Establish operational parameters, staffing models, fiscal and service quality policies, and standards in partnership with the Director.

- Prepare annual service plans with input from multiple sources.

- Develop program manuals and client documentation practices with the Director.

- Monitor and evaluate program performance; conduct planning and evaluation initiatives with the Director.

- Develop and implement projects within the program’s mandate in response to client needs.

- Maintain a positive social environment aligned with LOFT objectives, policies, and client criteria.

- Oversee direction, coordination, supervision, training, development, and performance management of all program staff.

- Supervise staff, provide team leadership, and foster a supportive working environment.

- Participate in on‑call coverage with other LOFT management to ensure leadership coverage across all programs.

- Lead selection and hiring of program staff.

- Ensure compliance with licensing, funder requirements, employment legislation, safety codes, and organizational principles.

- Oversee occupational health and safety and infection control, liaising with local public health.

- Investigate and report incidents or serious occurrences.

- Respond proactively to changes within the community and program operations.

2. Client Care

- Oversee delivery of all client services at the program.

- Oversee planning and creation of all client care plans.

- Advocate on behalf of the client group within the community.

- Facilitate client access to required services and supports.

- Maintain regular contact with residents and respond to client concerns.

- Promote client participation and partnership in program operations.

- Stay current on mental health initiatives, socio‑economic conditions, and available services.

3. Financial Responsibility

- Oversee administration of all program financial resources.

- Determine spending priorities and oversee expenditures per approved budget allocations.

- Maintain occupancy rates based on funding requirements.

- Implement fiscal control practices.

- Assist LOFT’s Finance department in budgeting and funder submissions.

- Identify new funding sources and prepare proposals.

- Review monthly petty cash, staff expense claims, timesheets, and payroll information.

- Ensure proper collection and submission of resident housing charges.

4. Information Responsibility

- Oversee administration of all information resources at the program.

- Manage confidential client data storage, sharing, and use.

- Maintain accurate records of care services and documented behaviors.

5. Material Responsibility

- Manage program locations, facilities, equipment, vehicles, and other property.

- Oversee licensing, inspections, upkeep, fire/safety standards, and maintenance.

- Report building and maintenance issues to Facilities Management promptly.

What You Bring

- Post‑secondary degree in Human Services or equivalent.

- Minimum five years of direct service experience.

- Minimum three years of program administration/management experience, including service delivery, program development, staff supervision, budget administration, and community liaison.

- Experience in planning and delivering direct services aligned with Psychosocial Rehabilitation Principles.

- Experience driving quality improvement and ensuring standards of service excellence.

- Experience delivering personal support services and services to seniors.

- Extensive knowledge of mental health initiatives and challenges faced by disadvantaged adults, including substance abuse, racism, discrimination, homelessness, unemployment, and social isolation.

- Knowledge of community social services at local, provincial, and federal levels.

- Understanding of cultural competency and anti‑oppression frameworks.

- Knowledge of supportive housing delivery for vulnerable individuals, mental health, and socio‑economic needs.

- Knowledge of PSR principles and application.

- Knowledge of Tenant Protection Act and tenant rights.

- Knowledge of regulations governing non‑profit housing, social issues, and fire/safety requirements.

- Computer literate; capable of using Microsoft Office, writing reports, and using assessment tools.

- Demonstrated team leadership, coaching, and program management skills.

- Excellent interpersonal, communication, advocacy, mediation, and group dynamics skills.

- Ability to represent LOFT publicly and build relationships with external stakeholders.

- Proven analytical decision‑making, program planning, implementation, evaluation, and project management abilities.

- Adaptable to changing priorities and able to intervene in urgent situations.

- Risk assessment and mitigation skills with moderate independence.

- Effective delegation, escalation, and decision-making at multiple program locations.

- Innovative problem‑solving and alternative solution development.

Work Environment

- Availability for after‑hours on‑call and rotating schedule.

- May be required to be on‑call as an emergency contact for after‑hours.

- Frequent bending, kneeling, reaching; combined sitting, standing, and light lifting of supplies.

- Work may include exposure to second‑hand smoke in client rooms.

- External work may expose you to weather conditions.

- A car is not required, but driving with frequent stops will be essential.

- Walking on uneven ground, parks, or ravines may be required for community outreach.
