Duties
1. Human Resources & Health/Safety
1. Research, evaluate, implement, and maintain a Human Resources Management System (HRMS) that includes confidential employee records, compensation and benefits, time management, performance evaluation, training, and professional development records.
2. Collaborate with the Executive Director and Legal Council on Human Resources related policies, protocols, and correspondence as required, and review, update, and maintain all AETS Personnel policies.
3. Plan and manage recruitment and selection including job postings, the interview process, wage scales, orientation, and office assignment.
4. Conduct performance management including evaluations, wage increases, promotions, and disciplinary actions together with the Executive Director while also effectively managing employee issues, conflicts, and concerns as they arise.
5. Organization and succession planning of human resources including assessment of ongoing training needs and employee relations.
6. Manage administrative support and office services including coordinating and communicating office activities, job seeker and employer database processes, reception duties, shipping and receiving, contract management, supplies and stationery, and general troubleshooting.
7. Liaise with TBPL staff as it relates to interactions and/or shared processes with AETS.
8. Participate in monthly board meetings.
9. Oversee and manage leases, rent, utilities, building maintenance, and other office requirements.
10. Health and Safety related functions including policies and procedures, adherence to regulations, establishment of a health and safety committee, participation in health and safety meetings with the TBPL, maintaining the health and safety board, planning and arranging health and safety training, maintenance of records.
2. Proposal Development
1. Provide general assistance and support in facilitating the development, review, and editing of grant proposals to government agencies, foundations, corporate and business sources, and conduct follow-up.
2. Review all external funding contracts, and ensure AETS abides by contract stipulations.
3. Utilize good judgement in cooperation with the Executive Director to assess when AETS would make a recommendation for a funding submission(s) through the Board of Directors.
3. Training
1. Coordinate and collaborate with staff leads and/or Directors to determine demand-driven training needs of AETS membership that will enhance employment prospects for membership.
2. Cooperate through organizational strategic partnerships with human resource professionals and/or related administrators to determine knowledge, skills, and attitudes required for planning human resource requirements.
3. Develop training programs with staff leads, partners, and other stakeholders.
4. Provide advisory and guidance for training with staff leads as it relates to clients.
4. Learning & Development
1. Assist staff leads in the delivery of learning and development programs, and ensure adherence to an internal Research Policy.
2. Research and implement best practices through staff for ongoing excellence in learning and development programs.
3. Coordinate the promotion and evaluation of development programs through staff.
4. Assist in the development of external inclusive organizational policies and procedures related to assessing and facilitating Indigenous learning and training needs through the performance of gap analysis, job analysis, appraisal schemes, and regular consultations for the inclusion of Indigenous clients.
5. Monitor learning and development programs to ensure they are developed with alignment to organizational and Indigenous client needs in a cost-effective manner, assessing the return on investment of all learning and development programs to ensure maximum benefit to the Indigenous client and the organization.
5. Marketing and Communications
1. Develop and implement all marketing and communications strategies to inform clients, communities, employers, and the general public of initiatives, programs, and projects.
2. Execute a comprehensive and cohesive marketing campaign for all events, programs, and projects.
3. Sustain the brand integrity and strategically position the organization as a trusted source for employment and training knowledge and services while establishing and ensuring a status of excellence.
4. Maintain consistent and cohesive messaging that speaks to the organization's community at large.
5. Assist in preparation of brochures, reports, newsletters, and other material that will enhance development of clients.
Qualifications
Post-Secondary Diploma/Degree in Business – Human Resources, or a Business-related discipline. Experience in service delivery of labour market programs including training to employment programs; or a combination of education & training with a minimum of 3 years related work experience in labour market program delivery. Excellent interpersonal skills; a strong working knowledge of Microsoft Office; previous experience in working with First Nation clients; must have a valid Class G Driver's licence and willingness to travel. A criminal record check is mandatory upon hire.
