The Director, Engineering & Environment is a forward thinking and collaborative leader who plays a pivotal role in shaping the City of Leduc’s future. This position leads the planning, development, and renewal of the City’s essential infrastructure – from roads and sewers to parks, stormwater systems, buildings, and solid waste management. Reporting to the General Manager of Infrastructure & Planning, the DE&E manages a $1.6M engineering and $4M waste management operational budget, along with a $20M capital budget, while providing leadership to a talented team of 12 full-time staff.

As a trusted advisor to Council, the CAO, and senior leaders, the Director ensures that infrastructure decisions are strategic, fiscally responsible, and aligned with community needs. Acting as the City’s voice in key regional forums, this leader also drives cross-departmental efforts in transportation planning, construction, environmental stewardship, and asset management – ensuring the infrastructure that supports Leduc’s rapid growth is resilient, sustainable, and built for generations to come.

The Ideal Candidate

The ideal candidate is a seasoned Civil Engineer with a demonstrated interest in environmental initiatives. The City requires a Director that brings “scale” to the position to guide Council and the community to successful solutions to infrastructure challenges that come with rapid growth. More than just an engineering expert, this leader has the ability to balance technical precision with a people-first leadership approach. They are approachable, collaborative, and politically astute – someone who can build trust with Council, foster strong intermunicipal partnerships, and communicate effectively with a broad range of stakeholders.

With a proven track record in planning, constructing and maintaining complex municipal infrastructure, they bring strategic foresight, operational rigor, and a deep understanding of how to align engineering and environmental initiatives with a municipality’s broader goals.

This individual is a forward-thinking and pragmatic leader who can manage multimillion-dollar capital and operational budgets while inspiring a team of technical professionals. They are skilled at long-range planning and asset management, ensuring the City’s infrastructure supports both current demands and future growth in a sustainable, cost-effective manner.

Primary Roles and Responsibilities

Infrastructure Planning and Assessment

Lead the development of long range infrastructure master plans for transportation, water, sewer, storm water management, solid waste, parks, buildings and other structures. These plans will assess the infrastructure needs of the community including the rehabilitation and replacement of existing infrastructure, and the addition of new facilities / increased infrastructure capacity needed to support community growth, as well as infrastructure improvements required to meet Federal and Provincial legislation, regulations, and guideline changes. Develop capital and operating budgets to support implementation, including strategies for securing grants, levies, and third-party funding.

Professional Advice/Relationship Management

Act as a trusted advisor to Council and senior leadership, providing informed recommendations on infrastructure, engineering, and environmental issues. Represent Leduc on key regional boards and commissions, either in the capacity of Commission Manager for the Leduc and District Regional Waste Management Commission (LDRWMC) or as the Capital Region Southwest Water Services Commission (CRSWSC), dependent on the skill set of the new Director. Stay at the forefront of industry best practices by actively engaging in regional forums, associations, and partnerships.

Infrastructure Construction and Rehabilitation

Oversee the lifecycle of City infrastructure projects; from design and tendering to construction and final inspection. Ensure that all infrastructure is delivered to the highest standards of quality, safety, and long-term value. Apply strong project management practices to keep timelines, budgets, and performance on track.

Leadership

Inspire, support, and lead a team of technical and office staff, ensuring staff have the resources, training, and mentorship to excel. Foster a collaborative and accountable culture rooted in service excellence. Provide leadership to commission staff and ensure alignment between organizational goals and daily operations.

Development Application Reviews

Undertake development application reviews to ensure that proposed developments and subdivisions meet City development standards and to assess the impact that development may have to existing infrastructure.

Strategic Planning

Develop and implement both short- and long-term business plans that align with the City’s Corporate Strategic Plan and infrastructure master plans. Take ownership of department operations and capital project delivery while contributing to broader municipal objectives and service excellence.

Asset Management

Establish and lead systems to assess the condition of existing infrastructure, ensuring assets are safe, reliable, and capable of meeting service demands throughout their life cycle. Use data-driven insights to guide budget planning and prioritize capital investment over a 10-year horizon for roads, water, and sewer infrastructure.

Engineering Design Standards and Specification

Develop and maintain community design and construction standards that will guide the planning, design and construction of infrastructure contributed to the City through development and other activities.

Qualifications and Requirements

- Bachelor of Science Degree in Civil Engineering.
- A minimum of ten years progressively responsible experience in municipal engineering, including at least 3 years in a leadership role managing people.
- Strong project management and financial acumen with a track record of development and oversight of large budgets and diverse resources.
- Exceptional communication, advocacy, and relationship-building skills.
- A collaborative and people-centered leadership style, with a reputation for mentoring high-performing teams, fostering positive culture, and guiding professional growth.
- Experience with leading and developing environmental initiatives is an advantage.

Compensation and Benefits

The salary range for this position is $140,394 – $175,484 with a comprehensive benefits package and membership in the LAPP pension. The benefits package will be outlined to candidates at the appropriate stage of the recruiting process.
