OMVIC is currently searching for a Compliance Officer for the Toronto-based corporate office.

Who is OMVIC:

OMVIC (Ontario Motor Vehicle Industry Council) is Ontario’s vehicle sales regulator. OMVIC enforces the Motor Vehicle Dealers Act and other consumer protection statutes for the Ministry of Public and Business Service Delivery and Procurement. OMVIC’s mandate and role is to maintain a fair and informed marketplace by protecting the rights of consumers, enhancing industry professionalism, and ensuring fair, honest, and open competition for registered motor vehicle dealers. This is achieved by maintaining strict dealer/salesperson registration requirements; inspecting all Ontario dealers (new and used); providing free complaint handling to consumers; developing/delivering consumer and dealer education/awareness programs; and investigating and prosecuting industry non-compliance and illegal sales (curbsiding).

Position Summary:

OMVIC (Ontario Motor Vehicle Industry Council) administers and enforces the Motor Vehicle Dealers Act, 2002, its regulations and code of ethics, as well as relevant sections of the Consumer Protection Act, on behalf of Ontario’s Ministry of Public and Business Service Delivery. OMVIC’s mandate is to maintain a fair and informed marketplace by protecting the rights of consumers, enhancing industry professionalism and ensuring fair, honest and open competition for registered motor vehicle dealers.

The Compliance Officer is responsible for ensuring compliance with the Motor Vehicle Dealer Act 2002 (MVDA) and certain aspects of the Consumer Protection Act by all registered dealerships and salespersons in Ontario.

Responsibilities:

- Review dealer records and advertising (print and online) for compliance with legislation and regulations.

- Educate dealers on OMVIC expectations and applicable legislation; provide guidance on compliance policies.

- Conduct research and analytical projects to support policy development, programs, and industry standards.

- Apply a consumer-focused approach when reviewing documents and transactions for issues like non-disclosure or odometer tampering.

- Recommend best practices for dealership governance and operational compliance.

- Engage stakeholders for input on research and compliance issues; support consultations and strategic initiatives.

- Conduct proactive outreach to address or prevent non-compliance with MVDA, Code of Ethics, and related legislation.

- Testify and provide evidence in court or at the Licensing Appeals Tribunal (LAT).

- Respond to complex inquiries regarding consumer rights and legislative requirements; refer cases outside OMVIC’s mandate to appropriate agencies.

- Assist with complex registration applications and monitor compliance with Registrar’s terms and conditions.

- Support investigators as needed; identify emerging issues and trends from inquiries.

- Analyze compliance problems and develop recommendations to resolve them.

- Maintain current knowledge of legislation, industry trends, inspection practices, and fraud tactics.

- Other duties as assigned.

Qualifications:

- Degree in law, social sciences, psychology, public/business administration, or equivalent experience.

- Issues management experience in law enforcement or regulatory environments; knowledge of compliance and policy development.

- Strong analytical, problem-solving, and decision-making skills.

- Excellent interpersonal, written, and verbal communication abilities.

- Ability to interpret legislation; knowledge of MVDA2002 and Consumer Protection Act is an asset.

- Understanding of evidence rules and proper evidence collection.

- Proficient in Microsoft Office and data analysis tools.

- Professional, courteous, demonstrates sound judgment, initiative, and discretion; able to work independently and in a team.

- Ability to manage high-volume, politically sensitive environments.

- Familiarity with motor vehicle dealership environment and multilingual skills are assets.
